NICDAM is appointed by USAID to implement the “Children, Adolescents, and Families in the HIV Epidemic in the Free State Province (CAFHE)” in the Thabo Mofutsanyane and Lejweleputswa districts in the Free State province.
NICDAM seeks to appoint: Monitoring, Evaluation, Reporting and Learning Manager
Role Overview
We are seeking an experienced and dynamic MERL manager. This role is vital for measuring progress, assessing impact, and ensuring accountability to stakeholders. The MERL (Monitoring, Evaluation, Research, and Learning) Manager, will design and implement the M&E framework, ensuring data collection, analysis, and reporting are aligned with donor requirements. The MERL Manager will also oversee research activities, generate insights for program improvement, and facilitate learning across the project. He/she will provide leadership and direction on strategic information requirements by ensuring that a strong and robust strategic information system is entrenched throughout the program. This will include provision of guidance in the review and implementation of the MERL System to ensure implementation of data-based, outcome-oriented, responsive, and cost-efficient programming. He/she will also provide technical guidance on routine program data quality assessments and ensure utilization of RDQA results and findings in improving data quality across all levels of the program.
This position requires M&E technical leadership, planning, and team management skills to ensure the programme is delivered with measurable impact.
The MERL Manager must report operationally to the NICDAM management and the Chief of Party, have regular communication with the NICDAM management and NICDAM technical team.
Key Responsibilities
· Lead the planning, execution, monitoring, and evaluation of all the components of the programme, ensuring alignment with project goals.
· Jointly develop and manage programme roadmaps, timelines, and budgets.
· Identify, assess, and mitigate risks and issues that may impact programme delivery.
· Implement and promote best practices in programme management methodologies.
· Regularly report on programme progress, milestones, and outcomes.
· Foster a culture of accountability, innovation, and continuous improvement within the programme team.
· Ensure compliance with relevant regulations, policies, and standards.
Minimum Qualifications:
● Holds a minimum of bachelor’s degree in public health, epidemiology, social work, monitoring and evaluation, demography, biostatistics, analytics or related field.
● Has a minimum of 5 years of work experience in designing, establishing and managing monitoring and evaluation systems, ensuring data quality and managing data intensive, performance-based programs funded by PEPFAR.
● Demonstrated ability and experience with performing complex data analytics utilizing MS Excel, STATA and/or Business Intelligence tools.
● Demonstrated ability to prepare expert quality data visualization.
● Demonstrated experience with and a working knowledge of PEPFAR Technical Guidance, MER indicators, and SIMS for OVC and HIV Prevention.
● Demonstrated experience with and working knowledge of South Africa’s health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.
