Job Summary:
The HSE (Health, Safety, and Environment) Manager is responsible for developing, implementing, and managing the HSE policies, programs, and procedures to ensure a safe working environment for all employees in line with company, client, and regulatory standards. This role requires a seasoned professional with extensive experience in the oil and gas industry, able to lead HSE initiatives and foster a culture of safety.
Key Responsibilities:

• Develop, implement, and continuously improve HSE policies, procedures, and systems to align with local regulations and international standards.
• Conduct HSE risk assessments, audits, and inspections to identify potential hazards and ensure compliance with HSE regulations.
• Lead incident investigations, root cause analysis, and implement corrective actions to prevent recurrence.
• Monitor and report on HSE performance metrics and safety compliance.
• Conduct HSE training and awareness programs for all levels of employees to promote safe practices and regulatory compliance.
• Develop and manage emergency response plans, drills, and exercises to ensure preparedness.
• Liaise with regulatory authorities, clients, and stakeholders to ensure compliance with HSE regulations and standards.
• Oversee environmental impact assessments and ensure proper waste management practices in line with regulatory standards.
• Lead and mentor the HSE team to ensure high performance, alignment with organizational goals, and development of HSE skills.

Requirements:

• Experience: Minimum of 9+ years of progressive HSE experience in the oil and gas industry.
• Education: Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field. Professional certifications (e.g., NEBOSH, IOSH, CSP) are preferred.
• Technical Knowledge: In-depth knowledge of HSE regulations, best practices, and risk management principles specific to the oil and gas sector.
• Skills: Strong leadership and communication skills with the ability to influence and engage employees at all levels.
• Proficiency in Documentation: Skilled in incident reporting, risk assessment, and HSE documentation.
• Problem-Solving Ability: Strong analytical skills with a proactive approach to identifying and resolving safety and environmental issues.
• Language: Proficiency in English; Arabic knowledge is an added advantage.

Preferred Skills and Qualities:

• Previous experience working in the Middle East or understanding of regional HSE regulations.
• Strong project management skills and ability to work in a dynamic, fast-paced environment.
• Demonstrated track record in leading HSE initiatives that resulted in measurable improvements in safety performance.
