DBS has recently undertaken a review of its operational locations in the North West, and have consolidated all activities in Norcross, Blackpool. A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

Job description
Defence Business Services (DBS) is one of the largest shared service organisations in Europe that provides a wide range of corporate services, to over 1.2 million end users, including servicing and past military personnel and families, as well as MOD civil servants and industry.
DBS delivers large scale administration and smaller specialist services to enable the wider MOD to focus on its core aims, maintain the UK’s Defence and Security.
Currently, DBS are embarking on a transformation programme to modernise the delivery of services by exploiting new technology and digitising our services to enhance our customer experience to a different level.
The post holder will work closely the SEO Project Manager to implement and manage a variety of projects within the Operational delivery arm of the DBS Armed Forces & Veterans Services (AFVS). This includes working in collaboration with the wider DBS Change and Transformation portfolio.
The post holder is responsible for implementation and delivery of key project milestones, ensuring these are achieved within the agreed time, cost and quality constraints. You will have a key role in project governance and will work with stakeholders to ensure the agreed project outputs are delivered, ensuring benefits are realised, working closely alongside the Armed Forces Pension Scheme Commercial Partner.
You will be required to learn and assess complex pension information and be able to multi-task across a number of projects at the same time.
The role requires an ability to analyse requirements sometimes with limited information and make effective decisions that withstand internal and external (National Audit Office / The Pensions Regulator) scrutiny.

You will be required to scope and implement new requirements, agreeing the deliverables from initial request; working through the policy, the change process and delivery phases to completion, ensuring that legislative and policy changes are properly impacted to ensure minimal impact on Operational delivery.
The post holder will work alongside the SEO Project Manager to identify where there is an Operational impact and work with the AFPS Commercial Partner to mitigate impact on the end user.
In addition, the post holder will play a significant part in the Continual Business Improvement cycle not just in relation to the Armed Forces Pension Scheme but across the wider AFVS by developing efficiencies or enhancing.
This role will be fast paced, varied and challenging, working with the SEO Project Manager to deliver against a significant MOD transformation and modernisation programme. This role would suit individuals who have project experience, can work at pace and manage conflicting priorities.
The core team are based across Glasgow and Norcross. Some travel will be required.
Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool. A move to the new Government Hub at Talbot Gateway in Blackpool is scheduled to take place in 2026.
As a result, all vacant DBS posts in the North West will be advertised at Tomlinson House (Norcross). There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities – detached duty terms may apply. Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview.
Responsibilities
As part of the Operational Delivery workstream you will work with the SEO Project Manager to successfully implement and deliver operational projects and Change Requests, working alongside our Policy, Commercial and Operational Delivery Subject Matter Experts (SMEs).
The Post holder will maintain an overarching awareness / input into the wider DBS Transformation portfolio delivery team.

The main responsibilities includes:
  • Delivery – Ensure Project delivery and implement agreed outcomes within time, cost and quality constraints.
  • Project Management – Assist with day to day management and oversight of the project, taking full responsibility for decisions made.
  • Business and Project Documentation – Develop and draft the Business and Project Documentation with input from specialists as necessary
  • Change Management – Ensure effective Change Management processes are adhered to and document changes to deliverables as agreed with stakeholder
  • Project Performance & Controls – Create delivery objectives for the team. Assist with the develop and maintenance of the Project Plan. Manage performance and report progress to Project Manager and sponsors.
  • Resources – Identify skill requirements; deploy and develop resources. Utilise shared Change team resources, minimising impact on Business As Usual.
  • Stakeholder Management – Identify and engage stakeholder relationships. Actively manage internal and external relationships encouraging participation.
  • Risks & Issues – Identify and update risks and issues escalating to Project Manager as appropriate. Work with related projects to understand interdependencies.
  • Governance – Help support effective governance and decision-making using SME knowledg
  • Provision of Policy & Advice – Contribute to the decisions of others by providing policy advice / guidance and SME knowledge of process.

Essential:
  • The Role requires strong leadership alongside excellent communicating and interpersonal skills. You will need to be a self-starter, highly organised and adaptable. You will have proven experience of working within a project.
  • Using initiative and making effective decisions under pressure whilst working with internal and external stakeholders to manage expectations. You should have strong communication and negotiation skills.
  • Strong presentation skills along with verbal and written communication skills, explaining complex pension information at times and tailoring the message to suit the audience.
  • Excellent organisational skills to plan and use resources in order to meet deadlines.
Desirable:
  • Knowledge and experience of Public Sector or Private Sector Pension Schemes.
  • Knowledge and experience of working with Contractors.
  • Knowledge of Armed Forces Pension Schemes.
  • Project qualification (APM, Project Management Fundamentals, Prince 2 etc) and/or proven experience of Microsoft Project Online.
