Entry Requirements:
Candidates should have -
(a) (i) Level 2 or equivalent [Note (1)] or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note (2)], or equivalent; or
(ii) Level 2 / Grade E [Note (3)] or above in five subjects in the Hong Kong Certificate of Education Examination (HKCEE) [Note (2)], or equivalent;
(b) 8 years’ relevant experience in operational or outdoor duties in transport, utility, or other services fields;
(c) valid full Hong Kong driving licences for private cars and light goods vehicles;
(d) met the language proficiency requirements of Level 2 [Note (3)] or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent; and
(e) a pass result in the Basic Law and National Security Law Test [Note (4)].

Note:
(1) For civil service appointment purpose, “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2) The subjects may include Chinese Language and English Language.
(3) For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the Basic Law and National Security Law Test is an entry requirement for all civil service jobs. Only those candidates who have passed the Basic Law and National Security Law Test will be considered for appointment. For candidates who have not taken the relevant Basic Law and National Security Law Test or have not attained a pass result in the relevant Basic Law and National Security Law Test at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant Basic Law and National Security Law Test during the recruitment process.

Duties:
A Transport Controller II is mainly deployed on monitoring the operation and control of Government parking facilities, tunnels, bridges, toll roads, pedestrian walkway systems and transport terminal facilities, and performing various incident management duties such as on-site observations, monitoring traffic conditions via displays on video walls and reports on televisions and radios, and operating electrical and electronic appliances at the Emergency Transport Co-ordination Centre (ETCC).
[Note:
(1) Will be required to work shifts and irregular hours, including overnight hours, weekends, public holidays and during typhoon and rainstorm periods; to perform outdoor duties; to wear uniform; and to drive motor vehicles while on duty.
(2) Will be required to complete training courses in respect of fire fighting and first aid within the probationary/trial period; and to attend training for light/medium/heavy vehicle recovery and operation of electronic and computer equipment in the ETCC during and after the probationary/trial period.

Terms of Appointment:
A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend the selection interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
(j) Towards the application deadline, the on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.

How to apply:
Application Forms (G.F. 340 (Rev. 7/2023) are obtainable from any Home Affairs Enquiry Centres of District Offices, the Home Affairs Department or any Job Centres of the Employment Services Division of the Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).

The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

For applications submitted in person or by post, the completed application form, together with a copy of Hong Kong driving licences, should reach Transport Department Headquarters, 10/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon on or before 13 December 2024. Online application can also be made through the Civil Service Bureau’s website (http://www.csb.gov.hk). Applicants who apply online should submit a copy of Hong Kong driving licences to the above address by post within one week after close of application period (i.e. on or before 20 December 2024). The online application number should be quoted on the envelope and the copies of supporting documents.

Please specify on the envelope “Application for the post of Transport Controller II”. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. The postmark date on the envelope will be regarded as the date of submission of application and/or supporting documents.

Except a copy of Hong Kong driving licences, applicants are not required to submit originals or photocopies of other supporting documents at this stage.

Full time working experience in traffic management is highly preferable. Applicants should state in detail in their application forms the details of their relevant working experience related to the present post, such as names of the firms, post titles, job duties and employment periods.

Applications which are late, incomplete, submitted by fax or e-mail, not duly signed (if submitted in hard copy), or without a copy of Hong Kong driving licences will not be considered.

Applicants should provide an accurate e-mail address on the application form and be responsible for checking their e-mails and ensuring that the provided e-mail address can receive our e-mail correspondences and invitations. Applicants may be required to provide supplementary information online.

Candidates who are selected for the selection interview will normally receive an invitation in about ten to twelve weeks from the closing date for applications.
