Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
If the candidate meets all the onboarding criteria they could start working as of June 2025.
Duties
To serve as program assistant in the refugee and migration unit of the U.S. Mission's Political Cluster, providing management and substantive support to the Humanitarian and Refugee Affairs (PRM) officer and fulfilling all duties of the PRM officer in his or her absence.
Analysis and Reporting
Responsible for analysis and reporting on European Commission and Parliament activities affecting refugees and asylum seekers world-wide, which includes developing working-level contacts at the Commission, international organizations, and other stakeholders, and advocating on behalf of policies in line with U.S. priorities.
Responsible for analysis and reporting on European Union and European NGO activities related to migration policy and trends within the EU and the region.
Responsible for analysis and reporting on European Union and European NGO activities in the field of humanitarian assistance and advocating of USG policy, including monitoring and facilitation of USEU collaboration in this field under the Transatlantic agenda. This includes working with USAID counterparts, meeting with EU contacts, analyzing written materials, and attending international and local conferences.
Administrative Duties
Serve as liaison for PRM and, arranging services as needed (i.e., procurement, travel, motor pool or systems support).
Monitors PRM budget.
Attends ICASS council meetings in absence of FSO.
Develops schedules for PRM-related TDY visits to Brussels, based on understanding of EU organizations.
Handles other administrative tasks necessary for functioning of the office.
Qualifications and Evaluations
JOB KNOWLEDGE: Understanding of European Union institutions and how they function and relate with each other and the United States. Familiarity with, or ability to quickly become familiar with, refugee issues and/or international humanitarian law.
SKILLS AND ABILITIES: Excellent interpersonal skills plus literacy in MS Office Software and Internet Technology required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
