Duties
The Special Assistant to the USAID Representative Office is a vital part of the USAID/USEU Team. The Special Assistant manages a full range of program, administrative, and logistical support arrangements in Brussels. The Special Assistant supports USAID engagements with the EU, arranging meetings, capturing notes, drafting cables and reports, and representing USAID at internal and external meetings in Brussels as directed by the USAID Representative/Senior Development Counselor (SDC). This position serves as a liaison with the USAID Regional Financial Management Office in Sarajevo and develops and manages the operating expense and program budget for the USAID Office at USEU in collaboration with the USAID Regional Financial Office in Sarajevo and the different bureaus at Washington headquarters. At the request of the USAID SDC, this position sits on the Brussels Tri-Missions ICASS Committee and ensures all ICASS invoices and documents are accurate.
Qualifications and Evaluations
JOB KNOWLEDGE: A well-developed knowledge of accounting, budgeting, and procurement procedures as well as USG financial management best practices, or the ability to quickly gain such knowledge, is required. The Special Assistant must have the ability to quickly develop knowledge of the European Union institutions, including familiarity with DG ECHO, DG INTPA, EEAS, and the European Parliament and how they function and relate with each other, with the Member States, the United States, and other third countries; and, quickly develop knowledge of USAID priorities and how they fit with the Embassy Political Section and the USEU Mission priorities, including those of other USG agencies and departments regarding humanitarian and food security issues. The Special Assistant must be able to understand the overarching issues that impact coordination on an interagency level, bilaterally with the EU, and at the regional level and national level. Knowledge of regional political, economic, and social issues, including the politics and fiscal constraints in Europe that affect development and humanitarian policies.
SKILLS AND ABILITIES: The Special Assistant is expected to have excellent written and spoken communication skills, as demonstrated by examples of advanced written products. The Special Assistant must have excellent interpersonal skills and be able to develop and maintain a range of productive working relationships and negotiate mutually agreeable logistical arrangements with EU interlocutors from a wide range of cultural backgrounds and varying levels of rank. The Special Assistant must have the ability to provide advice clearly and objectively, and be able to interpret directives; and, to demonstrate initiative and good judgment in dealing with special or unusual circumstances. Computer literacy required. The work and the work environment requires flexibility, and the ability to react to changing circumstances, to provide sound analyses, and to work under pressure.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
