About the NDIS Quality and Safeguards Commission
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The NDIS Commission is the dedicated national regulator of NDIS service providers
in Australia and a non-corporate entity under the Public Governance, Performance and
Accountability Act 2013.

The NDIS Commission’s core legislative functions are to:
• uphold the rights of, and promote the health, safety and wellbeing of, people with

disability receiving supports or services, including those received under the National
Disability Insurance Scheme

  • develop a nationally consistent approach to managing quality and safeguards for
people with disability receiving supports or services, including those received under
the National Disability Insurance Scheme
  • promote the provision of advice, information, education and training to NDIS
providers and people with disability
  • secure compliance with relevant legislation through effective compliance and
enforcement arrangements, including through the monitoring and investigation
functions conferred on the NDIS Commissioner by legislation
  • promote continuous improvement amongst NDIS providers and the delivery of
progressively higher standards of supports and services to people with disability
  • develop and oversee the broad policy design for a nationally consistent framework
relating to the screening of workers involved in the provision of supports and
services to people with disability
  • engage in, promote and coordinate the sharing of information to achieve the objects
of the relevant legislation, and
  • provide NDIS market oversight, including:
i. by monitoring changes in the NDIS market which may indicate emerging risk; and
ii. by monitoring and mitigating the risks of unplanned service withdrawal.

About the Division
The Corporate Division is responsible for delivering corporate service activities across the
organisation, and for advising on and supporting the strategic direction of the NDIS
Commission. The Corporate Division delivers the following functions:
  • Property and Fleet management
  • Security
  • Human Resources (HR)
  • Finance
  • Procurement
  • Audit and Risk
  • Corporate Support
  • ICT, Cyber Security and Information Management
ICT Governance and Assurance
The ICT Governance and Assurance team partners with NDIS Commission employees,
government agencies and third-party suppliers. The team is responsible for shaping the
strategic direction, architecture, security, and effective management of information and

technology resources within the NDIS Commission. Its primary purpose is to ensure that ICT
initiatives align with the NDIS and meet Australian Government requirements.

Key duties of the role
The Cyber Analyst is responsible for implementing the information security strategy, driving
governance and delivering cyber operations, threat intelligence, risk mitigation, security
architecture and incident response. The Cyber Analyst is responsible for advising the
Director on risk and security aspects of the NDIS Commission’s IT environment, ensures
security measures are conducted in a coordinated manner and plays a key role in ensuring
the continuity and security of information in the agency.

Duties
  • conduct and coordinate regular security assessment, vulnerability scans, and
penetration testing to identify and address potential risks promptly.
  • provide technical advice to internal and external stakeholders on matters related to
infrastructure.
  • work with third party suppliers and provide advice and support for cloud based
solutions.
  • lead and participate in cross-functional projects to implement new technologies,
solutions, or enhancements that align with the agency’s goals and security
requirements.
  • collaborate with Managed Service Provider or Third Party vendors to manage the
agency’s ICT infrastructure, ensuring optimal performance, scalability, and reliability of
systems and networks;
  • monitor infrastructure components, contribute to the design of infrastructure, identify
areas for improvements, and implement upgrades, new sites and expansions or
enhancements as required.
  • ensure maintenance of infrastructure to required standards.
  • liaise with Managed Service Provider and Third Party vendors to oversee the provision
of back-of-house services, ensuring contractual obligations are met and service levels
are maintained;

  • ensure maintenance of ICT disaster recovery and business continuity
Capability requirements

  • possesses strong project management skills with a focus on quality assurance and
delivering outcomes
  • has demonstrated expertise in cloud architecture and network architecture.
  • has proven ability in infrastructure management, and technical leadership roles

  • has a strong understanding of the Commonwealth Procurement Rules and probity
requirements together with a proven ability in managing contracted suppliers of
outsourced IT services. Essential requirements
The occupant of the position must also have:
  • a strong understanding of Australian government ICT standards and policies;
  • proven ability with Windows environments, such as Active Directory and Software
Centre Configuration Manager;
Professional certifications such as Cisco Certified Network Associate or equivalent is
desirable.

Employment suitability requirements
All NDIS Commission personnel are required to meet employment suitability requirements
prior to, and throughout, their employment.

This EL1 opportunity is open to current APS employees only for a 6 month temporary
transfer (at level or higher duties) under S26 of the Public Service Act, 1999 (Cth).


Pre-employment
To be considered in this role, candidates will need to:
  • be an Australian Citizen, and
  • have a favourable National Police Check, and
  • have or be willing to obtain and maintain a Baseline Vetting security clearance. Should
business need arise, be willing to obtain and maintain a Negative Vetting Level 1 or

  • complete a NDIS Commission external influences and associations declaration form.
Ongoing suitability
NDIS Commission employees are required to comply with the APS Code of Conduct,
including to at all times behave in a way that upholds the APS Values and Employment
Principles, and the integrity and good reputation of the NDIS Commission and the APS. The
NDIS Commission completes regular internal screening, monitoring and assessments to
ensure all employees meet employment suitability requirements.
