About the Role
Reporting to the Director of the DART Program Management Office, the Procurement and
Contracts Manager will manage a range of procurement activities and contracts to support
DART Program outcomes. You will oversee procurement activities and contracts related to the
DART Program to ensure that they are effectively and appropriately managed and compliant.
You will liaise with DART Program and Corporate personnel to ensure procurement activities
and contracts are effectively managed. You will liaise with suppliers to ensure deliverables and
milestones are being achieved and that they meet the Commission’s expectations.
Responsibilities of the role include but are not limited to:
- Partner with the DART Program team to ensure procurement processes and
legislation, encourage quality, maximise value and manage risk
- Provide expert, timely and strategic advice and support on Commonwealth
and policies
- Partner with DART Program and Corporate functions to provide specialist contract
with clients, vendors, partners, and other stakeholders, including ensuring terms align
with company objectives and provide favourable conditions
- Manage and maintain appropriate contract records and registers, and ensures contract
- Monitor contract compliance, ensuring terms and conditions are adhered to, and
- Identify potential risks within procurements and contracts, including financial,
personnel to execute/implement risk mitigation strategies
- Use best practices and data insights to improve and streamline contract management
- Develop and maintain cooperative and influential relationships with internal and
- Perform other duties for the team as required.
About You
Our ideal candidate will be a highly motivated individual with a contemporary attitude to
people with disability, proven experience in strategic thinking and governance. The role
requires independent thinkers who enjoy working in a team environment, as well as the
following attributes:
- Substantial experience with ICT Procurement and Contract Management, ideally within
as-a-service contracts
- Ability to provide situational leadership as needed to meet team and organisational
- Ability to work in a fast-paced environment, manage competing priorities and triage
- Demonstrated ability to manage multiple competing priorities in a complex
- An understanding of project management and project environments.
- Diploma or Advanced Diploma of Procurement and Contract Manager or equivalent
including experience in using the Digital Transformation Agency Marketplaces (Buy ICT
platform)
- Comprehensive knowledge and understanding of Commonwealth Procurement Rules
understanding quickly (Digital Transformation Agency, Aus Tender, procurement-
connected policies, etc.)
- Excellent stakeholder engagement, communication, negotiation and influencing skills,
- Strong analytical and problem-solving skills, with the ability to think strategically and
- Proficiency in Microsoft Office Suite is essential.
Eligibility
All NDIS Commission personnel are required to meet employment suitability requirements
prior to, and throughout their employment.

- be an Australian Citizen
- have a favourable National Police Check
- have or be willing to obtain and maintain a Baseline Vetting security clearance. Should

The NDIS Commission is the dedicated national regulator of NDIS service providers in Australia
and a non-corporate entity under the Public Governance, Performance and Accountability Act
2013.
The aim of the DART program is to improve NDIS Commission system functionality and
responsiveness to reduce the administrative burden on providers and support our governance
and monitoring processes. The DART program will also improve identification and response to
both immediate and systemic NDIS risks.
The DART program is responsible for establishing essential, risk-based regulatory capabilities.
Amongst other things, DART will do this by:
- implementing a COTS Case/Workflow Customer Relationship Management (CRM)
- establishing security, including Identity and Access management and Cyber Security
- implementing Cloud native data solution, including a data warehouse, open
- establishing the NDIS Commission’s IT environment.
This role will initially be filled on a non-ongoing basis for a period of up to 2 years.
This process may include the following stages:
