Duties
- Coordinates the work of a technical steering committee to inform food systems strategy and decision-making. Manages support to operating units to understand and advance the policy and economic landscape desired to promote food security goals.
- Serves as a policy expert, advising on, implementing, and disseminating core elements of the bureau’s approach to strengthening food systems policy and institutional architecture.
- Oversees the work of a division: Manages a division work plan, oversees management of policy mechanisms, reviews and edits technical and strategic work products. Manages staff performance and professional development.
- Executes supervisory responsibilities: Manages staff performance and professional development and ensures staff adherence to agency, bureau and office policies and procedures.
- Represents the division, office, bureau or agency in relationships with partners and stakeholders concerning food systems policy and food security strategy.

Qualifications
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Selective Placement Factor: Do you have demonstrated experience in international food security and agriculture, e.g., resilience, agriculture and agriculture-led economic growth, and nutrition.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

How You Will Be Evaluated
We will review your application package to ensure you meet the job and eligibility requirements, including the education and/or experience required for this position.
