Duties

As a Contract Specialist, GS-1102-11, you will be responsible for:
  • Supporting pre-award and post-award contracting functions.
  • Reviewing requests for procurement of complex supplies and/or services.
  • Assisting with revisions of statement of work and the procurement plan.
  • Assisting with reviewing sole source justifications and other required documentation.
As a Contract Specialist, GS-1102-12, you will be responsible for:
  • Reviewing and recommending pre-award and post-award contracting functions.
  • Editing requests for procurement of complex supplies and/or services for higher-level review/approval.
  • Suggesting necessary revisions to statement of work and the procurement plan.
  • Reviewing and editing sole source justifications and other required documentation.

Qualifications
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
BASIC REQUIREMENTSfor Contract Specialists GS-5 through GS-12. All Applicants MUST have completed the following:
  • 4-year course of study leading to a bachelor's degree with a major in any field;
or
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
IN ADDITION to meeting the Basic Requirements for Education above, the following Minimum Qualifications requirements MUST be met.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
You may meet the minimum qualifications for the GS-11 if you possess:
Specialized Experience:
One year of experience equivalent to the GS-09 level performing at least two (2) of the following three (3) duties or work assignments:
  • Reviewing requirements and statements of work.
  • Reviewing cost/price analysis.
  • Reviewing contract review board findings and assists with adjudication.
OR
Education: Three (3) years of graduate level education OR
A Ph.D. or equivalent doctoral degree.
OR
Combination of Education and Experience: A combination of education and specialized experience equal to 100% of the qualification requirement.
Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
You may meet the minimum qualifications for the GS-12 if you possess:
Specialized Experience:
One year of experience equivalent to the GS-11 level performing at least two (2) of the following three (3) duties or work assignments:
  • Analyzing requirements and statements of work and recommends procurement plan.
  • Assisting Contracting Officer with cost/price analysis.
  • Assisting Contracting Officer with contract award.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Credit will be given for all appropriate qualifying experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.
For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.
For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected
Education

This position has a positive education requirement.
Foreign Education:
Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.

This position is announced under a government-wide Direct Hire Authority (DHA) for positions in the GS-1102 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest. Veteran's Preference, Schedule A, Category Rating, and other methods of consideration DO NOT APPLY under Direct-Hire Authority regulations.
1.
