Odesa Program Manager - Local National Hire

Purpose:
In response to the humanitarian crisis resulting from Russia’s invasion of Ukraine, CWS established humanitarian and emergency response programming in Moldova. After two and a half years of working in partnership with several local organizations to serve displaced Ukrainians and support the local Moldovan community, CWS is now expanding into Ukraine itself. Under the direction of the Ukraine Humanitarian Response Team Leader, based in the region, this position will be based in Odesa, Ukraine. Along with the Humanitarian Response Team Leader, s/he will be the main point of contact between CWS and global humanitarian and emergency response organizations, local partners, and government.
Responsibilities:
  • Represent CWS with all partners in Ukraine
  • Represent CWS in meetings with relevant institutions including the USG, UNOCHA, UNHCR, UNICEF, other entities as needed
  • Liaise with local partners to ensure programming is efficient, effective, and in line with CWS and global standards
  • Regularly review planned activities, and make necessary modifications in response to any emerging or changing circumstances
  • Monitor the work of CWS and partner organizations through regular meetings and field visits to ensure open communication and cooperation, and evaluate and improve the planning, programming, implementation and monitoring of IDP, returnee, and host community programming
  • In coordination with M&E staff, prepare and participate in assessments, collection of data and evaluations of the effectiveness of projects and utilize findings for informing changes in project strategies
  • In coordination with M&E staff, prepare internal and donor narrative reports, as well as other reports when needed
  • In coordination with Protection staff, ensure that CWS and implementing partners adhere to CWS rules, regulations and policies, particularly with regards to conduct of staff, ensuring that Protection and Gender Equality are clearly reflected and mainstreamed into processes
  • Work closely with CWS and partners implementing projects on identifying capacity development needs and strategies for meeting the needs
  • Oversee the direction of CWS efforts in Ukraine, in coordination with the Humanitarian Response Team Leader and CWS leadership
  • Develop program/project proposals, budgets, and reports, with support from CWS leadership and Business Development colleagues
  • Oversee the locally-based administration of CWS programs, working closely with Finance, Operations and Compliance staff and ensuring adherence to organizational policies and procedures
  • Monitor developments, meet with potential partners, and make recommendations for CWS’s evolving response
  • Support the broader Ukraine humanitarian response (i.e. inside Moldova) as necessary
  • Collaborate remotely with Chisinau-based staff for support, especially with regards to Protection and M&E
Qualifications:
  • Bachelor’s degree in a relevant field is required. Master’s degree preferred
  • Six years of professional Experience required, preferably working with forcedly displaced people, ideally in a humanitarian/emergency response setting
  • Previous emergency response experience including:
    • Engagement with Gov/UN/NGO coordination structures
    • Program development in line with international standards
  • Experience working with local NGOs in planning/programming
  • English language proficiency required. Russian OR Ukrainian language proficiency required. All three preferred
  • Ability to work in a multi-cultural environment required

  • Commitment to Core Humanitarian Standards and Protection Principles
  • Ability to work autonomously, as this will be the only CWS staff person based in Ukraine
  • Ability to work in fast changing emergency context
