Organisational Context
ICC country offices are essential to develop and maintain cooperative relationships with key stakeholders in situation countries and to support the Court's mandate and resulting activities in these countries, including forensic activities. Well-coordinated support to national efforts can strengthen the basis for accountability efforts and provide direct support to the Ukraine Unified Team. With these objectives in mind, the Office established a Country Office in Ukraine and has deployed to Ukraine several teams of forensic experts and support personnel to advance its independent investigations into crimes falling within the jurisdiction of the Court and to provide support to the relevant national authorities in Ukraine, including provision of direct and capacity-building and mentoring support to Ukrainian national counterparts in forensic science, including imagery, digital forensic evidence and forensic medicine.

The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office. Specialized sections within the ISD support Unified Teams in the elaboration and implementation of their plans and through advice and assistance in the conduct of operations. The Forensic Science Section is situated within ISD and provides expertise for all matters related to crime scene examinations, exhumations, autopsies, clinical examination of witnesses, as well examination of physical evidence collected during investigation or trial and is undertaking efforts aimed at diversifying its expertise through a global forensic support network to assist its work across situations under the ICC’s jurisdiction. This global forensic support network, aimed at facilitating avenues in which States Parties can provide forensic support to the Office, represents a model of forensic cooperation of the implementation of the core principle of complementarity at the heart of the Rome Statute, and reflects a reinvigorated approach to collaboration with national authorities by the Office outlined in its policy on Cooperation and Complementarity.

Duties and Responsibilities
Under the direct supervision of the Head of the Forensic Science Section of the Integrated Services Division of the Office of the Prosecutor (OTP), the incumbent performs the following tasks:
  • Develop and implement the scientific strategy for the designated Situation Country in close cooperation with other divisions and sections;
  • Lead the implementation of forensic activities in the designated Situation Country including in its performance;
  • Visit and assess incident sites throughout the designated Situation Country to develop a forensic case strategy and to identify needs;
  • Advise forensic teams and authorities on handling of mass fatalities, including burial sites, identification processes, criminal justice system and humanitarian requirements;
  • Advise the Head of Section in scientific matters according to his/her field of expertise, throughout the whole judicial process: preliminary examination, investigation and advance the implementation of the global forensic support network, including mobilisation of forensic experts and access to forensic resources;
  • Manage, supervise, monitor assist or participate in required field activities in the designated Situation Country ;
  • Testify in court as OTP forensic expert if required;
  • Perform other duties as required as directed by the Head of Forensic Science Section.


Essential Qualifications
Education:
Advanced university degree in subjects relevant to the position such as forensic science, medical forensics, criminalistics, forensic anthropology or other related field. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:
A minimum of 10 years (12 years with a first level university degree) of progressively responsible professional experience in coordination and implementation of vast and/or specialised forensic operations and units is required.

Knowledge of languages:
Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information
  • In accordance with the Rome Statute, the ICC is committed to achieving geographical representation and gender equality within its staff as well as representation of the principal legal systems of the world (legal positions). Nationals from the list of non-represented and under-represented States are strongly encouraged to apply. In addition, applications from women are strongly encouraged for senior positions at the Professional (P) and Director (D) levels.
