Under administrative direction, manages, plans, directs, and reviews the daily activities and operations of the City’s water, wastewater, and reclaimed water systems including operation, maintenance, and repair of components of these utilities. Divisions managed include Water and Reclaimed Water Pumping and Storage, Utilities Compliance, Underground Utilities, Lift Stations, Wastewater Treatment, and Conservation Park.This position manages the system operations and maintenance for efficiency, reliability, and regulatory compliance to ensure public health, safety, and welfare.

EXAMPLE OF DUTIES
MAJOR DUTIES Operations Manages and oversees day-to-day operations and maintenance of the City’s water, wastewater, and reclaimed water systems.Develops protocols and procedures in support of governing regulations and regulatory permit compliance. Assists in preparation of reports to regulatory authorities.Plans, prioritizes, delegates, supervises, and reviews workflow progress.Troubleshoots utilities issues, including pumping and delivery systems; responds to emergency failures, including line breaks and natural or manmade disasters.Monitors compliance with governing regulations and operation permits.Manages and oversees Utilities Compliance division for cross connection and fats, oils, and grease (FOG) program monitoring.Ensures systems and equipment are up-to-date and maintained as required consistent with asset management plans.Assists customers and prospective customers/developers with questions regarding utilities services, including utilities availability requests and capacity letters for financing.Responds to and resolves complex operational issues, inquiries, and complaints.Interacts with City departments and other public agencies; promotes and coordinates activities; educates on policies, programs, and procedures.Financial Tracks and manages costs for operations optimization and budgetary compliance.Manages all procurement contracts related to supplies and services related to operations as well as equipment and other assets.Develops and updates database of all permitted utilities service contracts, maintenance, and equipment data.Management and Administrative Plans, projects costs, and prioritizes utility system maintenance improvements.Prepares and updates system security and emergency operations and response plans.Serves as safety officer and ensures all needed safety equipment and procedures are in place and observed. Works with City Human Resources Department in investigating/documenting work related safety incidents and takes corrective action to mitigate future liability and loss. Develops recommendations, monitors compliance, and meets with City Safety Review Team.Participates with department administrative staff in strategic planning, budgeting, establishing goals/objectives, creating and monitoring work schedules, policies, procedures, and administration of operations and maintenance functions.Works with department administrative staff to develop staffing, training plans, performance evaluations, and disciplinary actions to ensure a safe and productive working environment.Works with department administrators and division supervisory staff to determine training needs; documents and monitors job specific training of divisions supervised.Researches, prepares, and presents reports on issues, projects, and operational statistics. Manages special projects as assigned.Represents the City with professional organizations, community groups and outside agencies.Performs other related duties.

SUPPLEMENTAL INFORMATION
KNOWLEDGE REQUIRED BY THE POSITIONKnowledge of public utilities operations and management principles.Knowledge of municipal water, reclaimed water, and wastewater operating principles, practices, and trends.Knowledge of hydraulics, pumping and piping systems, and electrical controls and motors.Knowledge of federal and state (Florida preferred) operations regulatory requirements.Knowledge of relevant federal and state laws.Knowledge of City Charter requirements.Knowledge of instrumentation control systems, including computer interface with Supervisory Control and Data Acquisition (SCADA).Knowledge of water metering technologies, including Automated Meter Reading and Advanced Metering Infrastructure.Knowledge of the methods for chlorinating and disinfecting potable water, backflow and cross-connection principles, and the operation of backflow devices.Knowledge of principles, practices, and methods of short-range and long-range planning.Knowledge of occupational hazards and standard safety practices.Knowledge of employment law.Knowledge of computers and job-related software programs.Skill in planning, organizing, assigning, and coordinating the activities of professional and technical staff.Skill in problem solving and good judgement.Skill in prioritizing and planning.Skill in interpersonal relations, including establishing and maintaining effective working relationships with City employees, vendors, other agencies, and the public.Skill in directing, overseeing, and evaluating operational and management issues and reports.Skill in determining levels of staff, equipment, and other resources needed to provide departmental services and programs effectively and efficiently.Skill in developing, implementing, and evaluating policies and procedures.Skill in developing and monitoring multiple operational budgets.Skill in dealing constructively with conflict and developing consensus.Skill in analyzing and evaluating information accurately, and in expressing ideas clearly, when providing oral and written reports and recommendations on administrative, financial, and technical issues.Skill in reading, interpreting, and understanding regulations, construction drawings, specifications, and contract documents.Skill in responding with tact, composure, and courtesy even in emergency and crisis situations.Skill in oral and written communication.Ability to facilitate change.Ability to take initiative and consistently exercise discretion, independent judgment, and decision-making.Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.SUPERVISORY CONTROLSThe Utilities Operations Manager assigns work in terms of department goals and objectives. Supervisor reviews work through conferences, reports, and observation of department activities and performance metrics.GUIDELINESGuidelines include AWWA standards, Ten State Standards, the Florida Administrative Code, the Florida Building Code, National Fire Protection Association standards, the National Electrical Code, the land development code, and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY/SCOPE OF WORKThe work consists of varied operations, financial, and project supervisory duties. Strict regulations and the primary objective of constantly available regulatory compliant utilities services add to the complexity of the position.The purposes of this position are to manage, plan, direct, and review the daily activities and operations of the City’s water, reclaimed water, and wastewater utility operations. Successful performance helps ensure the effective, efficient, and fiscally responsible operation of utilities systems affecting the quality of life for City residents and visitors.CONTACTSContacts are typically with co?workers, other city employees, vendors, suppliers, consultants, representatives of other utilities providers, and the public.Contacts are typically to exchange information, motivate people, negotiate matters, resolve problems, and provide services.PHYSICAL DEMANDS/ WORK ENVIRONMENTThe work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects and distinguishes between shades of color.The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.SUPERVISORY AND MANAGEMENT RESPONSIBILITYThis position has direct supervision over Water and Reclaimed Water Pumping and Storage, Utilities Compliance, Underground Utilities, Lift Stations, Wastewater Treatment, and Conservation Park division operations.
