Description
This position performs planning, design, plan review, project management, and procurement of equipment and services in support of the operation, development, and maintenance of the city’s water, wastewater, and reclaimed water utilities.
Examples of Duties

  • Supervises planning studies and provides guidance with respect to planning programs, the implementation of procedures, and continuing planning programs.

  • Assists with the evaluation of the city’s short- and long-range water, reclaimed water and wastewater utility needs and defines new or upgraded facilities needed to meet these needs.

  • Analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals.

  • Performs planning, design, bid management, construction administration, project start-up, and project close-out functions for utilities improvements.

  • Performs administration for capital improvement design and construction projects; contract negotiation and management; monitors consultant progress and reviews all required deliverables.

  • Assists in directing the activities of professional consultants and technical staff engaged in design, inspection, permitting, and drafting.

  • Directs and administers the activities and operations of the assigned divisions, including development plan review, development construction inspection, and the planning, designing, construction, and inspection of utility systems, and various City projects.

  • Reviews plats and plans for private development to ensure compliance with city utilities standards; provides design guidance regarding utilities extensions and pumping stations; manages construction inspection coordination, property transfers, plat reviews, etc.; completes punch list development and verification and certification of construction and start-up activities.

  • Plans, reviews, and supervises departmental policies, programs and operations.

  • Directs the development, implementation and maintenance of goals, objectives, policies and procedures; reviews and evaluates service delivery methods. Identifies opportunities for improvement, makes recommendations, and implements changes to standard operating procedures to enhance services.

  • Researches, prepares and presents periodic reports on issues, projects and operational statistics. Manages special projects as assigned.

  • Manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance.

  • Assists in directing wastewater treatment, underground utilities, potable and reclaimed water pumping and storage, and utilities billing and meter reading functions.

  • Prepares divisional operating and capital improvement budgets for approval; manages approved funding; controls expenditures; requests budget adjustments.

  • Assists in the procurement of vehicles, equipment, and other large cost items in compliance with city policies.

  • Prepares and publishes the Consumer Confidence Report for the city’s potable water system and makes presentations to City Council on related topics; reviews and issues all customer communications regarding system issues and required responses.

  • Responds to and resolves community and organizational inquiries and complaints. Responds promptly to customer needs, meets commitments and deadlines.

  • Interacts with city departments and other public agencies; promotes and coordinates activities; educates employees on policies, programs, and procedures.

  • Makes presentations and serves as a technical advisor to city management and city departments on projects involving utility engineering.

  • Maintains a thorough knowledge of federal law, state and local statutes, ordinances, standards, procedures, and trends; ensures developments and projects are in compliance.

  • Represents the city with professional organizations, community groups and outside agencies.

  • Performs related duties.

Typical Qualifications

  • Bachelor's degree in Civil or Environmental Engineering or related field;

  • Five (5) years’ of progressive experience in utility engineering, project management, or improvement of utility operations and systems.

  • Possession of or ability to obtain Professional Engineer in the State of Florida within three (3) months of employment by having certification in another state that meets Florida requirements for licensure;

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated;

  • Grant compliance background preferred;

  • Equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities may be considered.

SUPERVISORY CONTROLS

Guidelines include AWWA standards, Ten State Standards, the Florida Administrative Code, the Florida building code, National Fire Protection Association standards, the National Electrical Code, the land development code, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

PTO Leave: Leave begins accruing immediately. The schedule varies slighter for Fire Fighters.

PTO begins accruing immediately. At the end of the year, any unused annual leave will roll over to the next year. Time will be accrued bi-weekly and shown on each paycheck.

RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service.
