Project Description
Position Description
Position is contingent upon award and funding. Moroccan nationals highly encouraged to apply.
Responsibilities
Primary responsibilities will include but not be limited to:
- Support sustainable financing mechanisms for economic investments through banks, international financial institutions, donors, de-risking mechanism, and public-private partnerships;
- Provide technical assistance (TA) to SMEs and other similar stakeholders to attract and maintain investments and other financing;
- Develop financing models, in cooperation with other stakeholders, to enable investments and financing;
- Provide TA to the Government of Morocco to assist in drafting regulations relevant to access to finance;
- Leads activities in support of public-private partnership (PPP) development for economic growth;
- Advises key stakeholders on bankable PPP projects and PPP bundling to reduce risk; engages with private-sector financiers to attract investor interest;
- Helps design and adopt regulatory and legal frameworks conducive to PPP project success;
- Leads capacity building of local banks and financial institutions on green lending; advises on stages of project development, financial needs, and structuring;
- Responsible for finance-related deliverables under IR 2 and work with other technical specialists to ensure high quality and timely submission.
Qualifications
- Bachelor’s degree in economics, public policy, or other relevant field and 12 years of experience, master’s degree and 10 years of experience, Ph D and 6 years of experience, or equivalent combination of education and experience.
- At least five (5) years of demonstrated experience in economic policy development, PPP, SME financing, and/or related international programming.
- Strong knowledge of evidence generation, community participation, accountability, and policy analysis and development.
- Demonstrated familiarity with and understanding of the Moroccan national and sub-national governance and political systems and actors, as well as the investment and private sector landscape in that country.
- Professional fluency in English, French, and Arabic preferred.
