We’re looking for a Regulatory Executive in Colombia responsible to support and execute the development and implementation of an integrated regulatory strategy to promote the correct implementation of regulatory frameworks for Smoke-Free Products (SFPs) based on tobacco harm reduction (THR) in the assigned markets, while helping the fiscal, illicit trade prevention and communication strategies. Promote the continuous engagement with authorities from the Executive and Legislative branches, key opinion leaders, chambers, and other relevant stakeholders to mitigate regulatory risks that may affect the company's interest.


Responsibilities:

• Develop regulatory and business strategies to advance PMI’s business goals in Colombia. This includes development and implementation of these strategies into the External Affairs (EA) planning process. Provide guidance and direction of these strategies from inception through execution in the market.
• Identify, monitor, and analyze regulatory and fiscal threats on the assigned markets and trends on the region that could impact PMI's vision. Provide guidance on how to best respond to these external challenges and opportunities as well as prepare and present regulatory alternatives to key decision makers.
• Identify and execute continuous engagement with external audiences, with key authorities with the aim to establish and maintain strong relationships. This includes provide EA leadership and representation at meetings underscoring the need for differentiated regulation.
• Oversee the political and economic context in the assigned markets to prevent threats and profit from opportunities through relevant actions with key decision makers.
• Help the fiscal, illicit trade prevention and communications teams in the execution of their strategies.
• Research and prepare a regulatory source book, analysis, and argumentation to support the corporation’s strategies, draft legislative materials and internal and external communications concerning regulatory submissions and issues.
• Liaise with other business areas to ensure consistency on strategic EA initiatives in Colombia.
• Oversee regulatory affairs consultants to ensure their contribution to the defined objectives and strategies, ensuring that their activities are compliant with local regulations and PMI's policies and practices.

Requirements:

• University degree in law, political sciences, economics.
• At least 5 years of experience in the public or private sector developing or executing public policy in Colombia. Knowledge and experience in the regulatory environment in more than one of the assigned markets is a plus.
