Responsibilities
- Planning, scheduling and progressing the work of the department;
- Optimizing department quality, quantity, timeliness and resources;
- Establishing and/or maintaining positive interfaces with internal stakeholders/departments, regulators, government departments, and/or communities
- Drive execution of the CNSC Licensing application and regulatory strategy.
- Attend and lead technical integration meetings to ensure alignment with internal and external stakeholders on regulatory strategy and execution of regulatory deliverables.
- Analyze and interpret the implications and impacts of regulatory and/or government policies, regulations or proposals.
- Evaluate the implications of and trends in international regulatory developments and policy directions.
- Recommend standards, policies, programs, processes and procedures in support of approved strategies.
- Lead the execution of the licensing strategy and advise on regulatory steps to be undertaken to prepare for license submissions and compliance.
- Define, develop and implement strategies, policies, and programs as required including plans, scope, schedules, cost estimates project execution plans (PEPs) and justifications.
- Assist manager to maintain positive interfaces with regulators and international organizations, including the Canadian Nuclear Safety Commission and ensure regulators are kept informed of NWMO activities; act as the single point of contact and/or planning liaison with regulators including the Canadian Nuclear Safety Commission.
- Work cross functionally with internal and external stakeholders to ensure that required regulatory submissions achieve the regulatory requirements and are submitted in a timely manner.
- Prepare quality outgoing regulatory correspondence and other communications with regulators.
- Provide regulatory assistance and guidance to the NWMO.
- Monitor developments in Canada and internationally on regulatory aspects of long-term waste management and provide timely updates on new developments to senior management.
- Monitor and periodically assess department and program performance with respect to effectiveness, efficiency and cost optimization; recommend redirection if necessary.
- Support the Manager, Regulatory Studies in coordination of contractors responsible for supporting the licensing processes.
- Prepare and present at public commission hearings on behalf of the NWMO with the CNSC or other regulatory bodies.
- Perform other duties as assigned.
Qualifications and Experience
- A 4-year university degree in a science or engineering discipline or equivalent.
- Professional Engineer (P.Eng) or P. Geo designation will be considered an asset.
- Previous CNSC licensing experience including the development of Commission Member Documents and preparation for CNSC hearings
- Previous environmental assessment/impact assessment experience will be considered an asset.
- Minimum of 8 years of relevant experience reading, understanding and interpreting CNSC Regulatory Documents (including corresponding REGDOC’s and CSA Standards)
- CNSC Licencing process and regulatory knowledge / technical knowledge of one or more areas, such as nuclear fuel, nuclear waste, decommissioning, nuclear transport, operating plants, etc.
- Experience and demonstrated effectiveness in working / communicating with CNSC personnel.
- Excellent problem-solving skills and solution oriented.
- Exceptional organizational skills related to coordinating and documenting complex technical documents and strong attention to detail.
- Excellent written and verbal communication skills and must be comfortable leading meetings and delivering presentations.
- Ability to work in a fast-paced changing environment.
