Location: This position may be located in GTC’s Inuvik, Yellowknife or Edmonton offices. Remote candidates may also be considered.
Position Status: FULL-TIME (37.5 HOURS PER WEEK)
Implementation Advisor
The Implementation Advisor manages the Implementation Plan for the Gwich’in Comprehensive Land Claim Agreement (GCLCA). The position is responsible for conducting research that is aligned with the strategic priorities of the GTC and related implementation of the GCLCA. The position represents the GTC in intergovernmental forums and working groups that deal with implementation issues.
CORE RESPONSIBILITIES
The Core Responsibilities of this position include, but are not limited to:
1- Implementation of the Gwich’in Comprehensive Land Claim Agreement.
- Developing and overseeing the GCLCA 10-year Implementation Plan, including:
o Working with GTC leadership and staff to implement the plan;
o Monitoring and updating the plan as required; and
o Ensuring the plan aligns with GTC’s strategic direction and mandate of the GCLCA.

Planning and delivering information sessions and community update meetings to Gwich’in Participants on topics related to the implementation of the GCLCA. - Participating in the development of funding proposals that support and enhance GCLCA implementation.
o Conducting research and analysis on specific topics related to the implementation of the GCLCA.
o Implementing research methods such as interviews, internet searches, and environmental scans and complies, reviews, analyses the information and preparing reports and other documents to guide on-going evidence-based decision making.
o Developing communication, presentations, and materials to promote various Government Affairs initiatives of the GTC.
3- Intergovernmental Relations Support
o Participating in intergovernmental working groups, committees, workshops, conferences, meetings as directed, and reporting back to the Manager, Government Affairs on potential opportunities and issues.
o Drafting briefing notes, correspondence, and presentations to leadership.
o Preparing reports as required on intergovernmental meetings, workshops and GCLCA implementation
COMPETENCIES
The Key Competencies required for this position include:
- Knowledge of Gwich’in history and treaty implementation – including the Gwich’in Comprehensive Land Claim Agreement, and Gwich’in Tribal Council’s mandate, goals and objectives.
- Project Management – experience with financial management, budget development and project monitoring and evaluation. Effective time management and strong problem-solving skills.
- Communication – strong written and verbal communication skills, ability to work in a cross-cultural environment and team environment. Ability to establish and maintain strategic relationships with internal and external stakeholders.
- Research and Analysis – experience analyzing and interpreting legislation, policies and regulations and providing recommendations to leadership. Experience leading research projects.
The qualifications required for this position include:
1. A university degree in public policy, Indigenous governance, law, business administration or a related field.
2. At least three (3) years of work experience in intergovernmental relations, public administration, natural resource management or equivalent.
3. An equivalent combination of education and experience will be considered.
4. Proficient in a Microsoft Office operating environment (Word, Excel, Power Point, Teams, One Note), email, database application and internet.
5. Ability to work independently with minimal supervision.
6. Ability to maintain composure and performance while under stress or pressure.
7. Ability to travel to GSA communities and within Canada (approximately 4-6 times per year).
8. A valid class 5 driver’s license.
The qualifications desired for this position include:
- General understanding of the Gwich’in Comprehensive Land Claim Agreement.
- Strong awareness of cultural diversity and Northern Indigenous values and practices.
- Knowledge of modern treaties and self-government agreements and Indigenous governance structures in Canada.
- Knowledge of the Government of Canada’s legislation and policies related to modern treaties and land claim implementation.
The qualifications desired for this position include:
1. Fluency in the Gwich’in language.
2. Completion of customer service training or related field

COMPENSATION
A competitive compensation plan will accompany the successful candidate, including a comprehensive benefit plan.
Preference may be given to candidates who are Gwich'in Participants and have experience working in the non-profit or public sectors or in an Indigenous Government/Organization, preferably in a northern context.
