Principal Business Analyst - Health (Digital Transformation)

The Mental Health, Alcohol & Other Drugs Branch is leading the implementation of the Better Care Together (BCT). BCT demonstrates a commitment to Queenslanders who experience mental illness, problematic alcohol and other drug use and suicidality. Better Care Together focuses effort across six new priorities which build on and strengthen the foundations laid under the previous plans.
This exciting multi-year, multi stream program will enhance healthcare and outcomes in MHAOD services through digital transformation.

The purpose of the Principal Business Analyst is to lead and proactively consult with stakeholders across the state to support the delivery of the Mental Health, Alcohol & Other Drugs, Digital Transformation Program. This may include analysis of current state processes / practices, co-design and implement future state processes / practices and the identification of business change impacts and relevant interventions to support effective outcomes across all Queensland Health sites.
Your key responsibilities:
- Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services, and workplaces.
- Manage stakeholder relationships including acting as the key point of contact for certain stakeholder groups, leading and conducting workshops and meetings to define current state, new business processes and/or ensure business requirements are understood and documented.
- Provide advice and guidance in defining the analysis and design methodology for the statewide program ensuring that there is a common understanding of the analysis approach, deliverables, tools, and techniques that will be used to support program delivery.
- Lead the analysis of business requirements and system specifications and provide expertise to ensure specifications are aligned to business requirements
- Elicit and document functional and non-functional requirements, configuration and integration specifications and traceability matrix
- Lead and manage productive workshops and technical working groups
- Lead and contribute to business process modelling activities using industry recognised practices
- Elaborate technical requirements, in consultation with clinical, health informatics and ICT SMEs, to ensure systems are compliant with architectural, scientific, and operational standards.
- Initiate, influence, and maintain relationships with team members, other project teams, operational teams, and stakeholders to develop and maintain effective working relationships and the success of the overall initiative
The essential requirements for this role are:
- Demonstrated experience leading and managing business analysis activities on large scale, complex IM/ICT program/project(s), preferably in the health care industry. (SFIA Skill: BUAN: Level 5)
- Demonstrated experience leading business process modelling activities and requirements definition for large scale complex organisations, preferably using Business Process Modelling Notation (BPMN). (SFIA Skill: BSMO: Level 5
- High level knowledge and application of appropriate business analysis frameworks, and an ability to promote and provide advice on the use of appropriate techniques, methodologies, and tools, preferably aligned with Business Analysis Body of Knowledge Version 3.0 (BABOK). (SFIA Skill: METL: Level 5)
- Proven high level negotiation, consultation, facilitation, and effective written and oral communication skills for use in a complex program/project environment.
- Demonstrated ability to lead, manage and mentor a multi-disciplinary project team.
- Demonstrated experience in ICT tender development and evaluation activities related to the procurement of ICT solutions
- While not mandatory, a relevant qualification in any of the following areas would be well regarded: Mental Health Peer Work, Health Informatics, bachelor's degree in business or information Technology and/or relevant industry recognised Business Analysis certification.
