The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The Global Humanitarian Services and Supply Chain Management (GHS&SCM) department is part of the Management Policy, Strategy and Corporate Services Division. This position is based in the Supply Chain Department, in Geneva, and reports directly to the supply chain director.

The Global Humanitarian Services and Supply Chain Management (GHS SCM) department is part of the Management Policy, Strategy and Corporate Services Division. This position is based in the Supply Chain Department, in Geneva, and reports directly to the Director.
IFRC is dedicated to enhancing and optimizing operational fleet services and strategy across both the organization and National Societies (NSs). The aim is to ensure that resources are appropriately mobilized and prioritized to serve the needs of NSs and IFRC programs, both current and anticipated, within the contexts of international response and domestic support.
The job might require work outside Geneva for a short period of time and job holder could be deployed for surge during sudden operation setup.

Job Purpose

The Global Fleet Business Manager will be accountable for shaping and refining the business model, strategy, execution and financial results of the Fleet Service Business Unit. The role will be pivotal in driving sustainable growth and expansion, delivering quality services to partners and responding to emergencies with fleet services. The incumbent will liaise with the regions and countries to provide trainings and services around fleet management. The incumbent will oversee a central fleet hub in Dubai. The Global Fleet Business Manager will build, scale up and deliver high quality business services in fast-paced and volatile environments.

Job Duties and Responsibilities

Fleet Business Services:
  • Business Model and Strategy: Design, refine, and execute an evolving business model and strategy for the Fleet Service Business Unit to ensure alignment with the IFRC Supply Chain 2030 vision, the IFRC Strategy 2030, and the Agenda for Renewal. Develop a compelling service portfolio to meet client needs and enhance service value. Create a strategic plan to implement the new business model, with a focus on proactive support for domestic programs and business development. Conduct financial analysis of fleet services to identify improvement opportunities and refine service offerings.
  • Service Delivery and Operational Excellence: Ensure the delivery of high-quality fleet services to partners (National Societies of the RCR, IFRC and new clients), meeting their needs efficiently and effectively, especially during emergency responses.
  • Customer Services and Fleet Support: Lead development, implementation, and monitoring of enhanced fleet support for National Societies (NSs), including vehicle sales, rentals, training, management systems, and capacity building.
  • Compliance and Value: Ensure the fleet strategy complies with IFRC policies, delivering effective, efficient, and value-for-money services benchmarked against humanitarian and commercial sectors.
  • Growth and Expansion: Own and drive the growth and expansion of the fleet services, identifying new opportunities, clients and markets to increase reach and impact. Develop and implement sales and marketing strategies to enhance business development.
  • Strategic Engagement: Identify, prioritize, and lead the development of strategic engagement with vehicle manufacturers, suppliers and associated commercial organisations to provide best value-for-money options for potential clients (NS and the humanitarian sector).
Humanitarian Support:
  • Emergency Preparedness and Response: Prepare and respond to emergencies, equipping regional teams and countries with necessary fleet resources and support in preparedness and with adequate fleet training.
  • Strategic Guidance: Provide strategic direction to Regional Logistics Units (RLUs) to build fleet service capabilities and and develop a fleet strategy to support users.
  • Capacity Building: Lead the design and continuous update of Fleet manuals, guidelines, SOPs, competency frameworks and training materials tailored to differing audiences (principally IFRC and NS staff and volunteers) and ensure impact evaluations evidence delivery of intended training outcomes.

Overarching Responsibilities:
  • Team Leadership: Manage, both directly and indirectly, cross-functional teams. Foster a sense of urgency, velocity, and high-quality delivery across the board.
  • Resource Mobilization: Ensure resources (human, financial, time) are appropriately mobilized and prioritized to serve the needs of NSs and IFRC programs, both current and forecasted.
  • Stakeholder Collaboration: Work closely with the Supply Chain Director and other stakeholders to align efforts and achieve strategic objectives.
  • Develop participation in tenders for supplying large batches to public entities and large clients through tender scouting, managing client relationships, evaluating the feasibility of participating in tenders, and preparing proposals, as well as managing qualification documentation and all administrative aspects.

Education

Preferred
  • University degree in business management or another relevant field.
  • Certification in Fleet Management or Supply Chain or commercial fleet management.

Experience

Required
  • 7-10 years of experience in fleet management, supply chain, or logistics.
  • 5 years of experience in managing a business unit or department.
  • Proven experience in financial management, including budgeting, financial analysis, and cost optimization.
  • Experience with sustainable fleet practices, such as emissions reduction and eco-friendly operations.
  • Experience in fleet management, including vehicle leasing, asset management, procurement, and maintenance.
  • Demonstrated experience in business modelling and financial analysis to assess profitability and service performance.


Preferred
  • Experience in developing and implementing fleet business strategies, including preparedness, emergency response, and proactive domestic program support.
  • Proven experience developing fleet competency frameworks supporting development of training materials and approaches.
  • Experience in emergency response in humanitarian set-up.
