Program Overview
Chemonics International, a US-based international development firm, is implementing the USAID Climate Finance for Development Accelerator (CFDA). CFDA is accepting applications from qualified professionals for the buy-in activity, the Pakistan Climate Financing Activity (PCFA). PCFA aims to mobilize public and private, domestic and international finance for increasing clean energy generation, clean energy systems’ resilience, and adaptation efforts through policy reform, awareness raising, and targeted activities to enhance the role of the private sector in Pakistan. PCFA has two primary objectives:

Objective 1: De-Risking and Catalyzing Investments in Clean Energy. Under Objective 1, PCFA will support the capacity and linkages for multilateral climate finance proposals for multilateral climate funds (Green Climate Fund, Green Environment Fund, Adaptation Fund). PCFA will build the capacity of relevant ministries in Pakistan for targeted proposal development support, support eligible local entities to become GCF Direct Access Entities (DAEs), and provide a platform for donor coordination. PCFA will also support the private sector, with the goal of building a pipeline of bankable and investable clean energy projects and firms, and linking those projects and firms with climate financing.

Objective 2: Catalyzing Investment in Resilience and Adaptation. Objective 2 aims to unlock and catalyze public and private finance to strengthen the climate resilience of Pakistan’s energy sector, catalyze investment into other sectors for developing climate-resilient infrastructure, and support the country’s National Adaptation Plan. PCFA will focus on improving the enabling conditions for investment, including shifting market incentives towards climate-smart investments, and increasing public funding allocated to achieving adaptation goals. PCFA will also seek to build capacity of relevant public and private institutions to adapt to climate change through awareness raising.

Position Objective and Specific Tasks.

The Dairy Livestock Specialist will play a critical role in the USAID Pakistan Climate Financing Activity and provide technical oversight for the dairy livestock methane abatement workstream. The specialist will work closely with the PCFA technical team, grantees, and private sector partners on two key activities: i) development of a concept note for the Green Climate Fund (GCF) aimed at reducing methane emissions from dairy sector in Pakistan, and ii) a pilot activity/activities with the private sector on climate smart livestock management and production techniques, and/or scalable and effective emission reduction activities such as breed improvement, feed management, manure management etc. This role requires expertise in dairy livestock management, methane emission reduction technologies, and an understanding of international climate finance mechanisms.

Responsibilities:

  • Work closely with potential grantees and oversee the process of development of a GCF concept note for methane emission abatement in Pakistan’s dairy and livestock sector ensuring that activities are completed in a timely manner according to schedule. The incumbent may support the pre-feasibility study and advise as needed and will also be required to provide technical inputs/feedback.
  • Provide expert advice on sustainable dairy farming practices, including feed management, manure management, and herd management, to minimize methane emissions. As required, review and provide necessary feedback on technical and financial components of the concept, including cost-benefit analyses, projected emissions reductions, and timelines for implementation.
  • Collaborate with grantees, the PCFA team, USAID, government stakeholders, private sector players, and local partners and ensure inputs and data required for the concept note are gathered in a timely manner.
  • Stay updated on the latest global advancements in methane abatement technologies and ensure their applicability to the Pakistani dairy sector.
  • Work closely with potential private sector grantees to initiate and manage the following:
    • Effective, measurable, and scalable pilot activities for reducing dairy emissions (e.g., changing animal feed, feed additives, breed improvement, animal health and other animal management improvements and/or manure management methods etc.)
    • Climate smart livestock production and management activities aiming to enhance dairy productivity (e.g., climate-smart livestock production and management interventions, investigation of advanced dairy processing technologies etc.).
  • Design and implement a monitoring framework to assess the effectiveness of methane reduction strategies and track progress against targets.
  • Prepare regular reports, case studies, and presentations for the project or as requested by USAID, and other stakeholders, on the progress and impacts of the methane abatement efforts.
  • Coordinate with international and local stakeholders, as well as other donor-funded programs, to leverage synergies and avoid duplication of efforts.
Educational Requirements and Qualifications. The individual holding this position shall possess the following qualifications:
  • Advanced degree in animal science, livestock management, environmental science, or a related field.
  • Minimum 7 years of experience in dairy livestock management, with a strong focus on methane emission reduction techniques.
  • In-depth knowledge of methane abatement technologies, including feed additives, anaerobic digesters, and manure management practices.
  • Strong understanding of Pakistan’s dairy sector, including its challenges and opportunities for emissions reductions.
  • Comprehensive knowledge of other diary methane abatement initiatives in Pakistan’s public and private sector for collaboration and developing synergies.
  • Familiarity with the operational requirements and strategic priorities of the Green Climate Fund
  • Excellent written and verbal communication skills in English and Urdu are required.
  • Ability to work effectively with a wide range of stakeholders, including government officials, donors, private sector actors, and farmers.
  • Strong project management skills, with a demonstrated ability to deliver high-quality outputs on time.
  • Experience working with USAID or other donor-funded climate change and agriculture projects.
