Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties and Responsibilities
Project management
- Take full responsibility for the definition, documentation and successful completion of complex projects (typically with significant business, high-profile impact and high-risk dependencies).
- Take full responsibility for the definition, execution and satisfactory completion of projects, including preparation and submission of a Project Proposal, support in the release of Contractual Package, contribute to Source Selection process according to the defined procurement strategy (as Project Evaluation Chairperson for complex procurement) , and monitor, manage, and control the project through to completion including transition into the operations.
- Provide effective leadership to the project team, and take appropriate action where team performance deviates from agreed tolerances.
- Provide effective leadership to the project team and in particular capture appropriate resources plans required to support the project.
- Identify, evaluate, and recommends option for project implementation as required by NATO and Agency processes.
- Ensure project assurance is executed by different actors according to Agency procedures to conduct Complex Projects.
- Ensure project deliverables are complete within agreed cost, schedule, and quality parameters; are accepted, including management of any change requests using appropriate processes.
- Ensure projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned are recorded.
- Provide regular accurate Project status reports.
- Ensure effective project control, change control, risk management, and testing processes are implemented and maintained according to Agency processes and procedures
- Define and take appropriate actions in order to provide an increased level of confidence and reduce risks such that the project will meet its objectives in terms of deliverables (scope and quality), schedule, and costs
- Requirements definition and management
- Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives.
- Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques.
- Contributes to the development of organisational methods and standards for requirements management.
- Obtains input from, and agreement to requirements from a diverse range of stakeholders.
- Negotiates with stakeholders to manage competing priorities and conflicts.
- Establishes requirements baselines.
- Ensures changes to requirements are investigated and managed.
- Manages user experience evaluation of systems, products, services or devices.
- Assures that the security, usability and accessibility requirements have been met and that required practices have been followed.
- Advises on what to evaluate, the type of evaluation to use and the extent of user involvement required.
- Works iteratively with design teams to ensure that feedback from the evaluation is understood and acted upon by designers and developers.
- Advises on the achievement of required usability and accessibility levels of specific designs or prototypes.
- Prioritises input for future user research.
- In collaboration with the Agency Contracting Officer, negotiates and resolves contractual issues, including failure to meet contractual obligations.
- Promotes change control processes and leads variation negotiations when necessary.
- Champions continual improvement programmes, jointly developing strategies and incentives to enhance performance.
- Undertakes comprehensive financial evaluations.
- Ensures non-discriminatory behaviour and legal compliance.
- Ensures that lessons learned from reviews are documented and promoted to all stakeholders.
- Develops broad industry/category credentials as best practice champion.
- A recognized formal project management qualification, such as PRINCE2, PMP or Agile PM. The lack of formal qualifications can be compensated by the demonstration of relevant expertise and experience;
- Experience of project management within complex IT environments.;
- Experience with the application of agile project management methods and agile software development;
- Experience with writing complex statements of work for software intensive projects;
- A thorough understanding of all phases of the software development lifecycle;
- Experience in the application of the Agile Project Management methodology to C4ISR software acquisition;
- Military domain knowledge in one or more of the communities of interest in the following areas of work (i.e. Maritime, Land, Special Operations, Operations Planning, Exercise and Training, Joint and Time Sensitive Targeting, and Situational Awareness including Common Operational Picture);
- Experience of P3M and procurement management in commercial and/or government organisations outside of NATO;
- Knowledge and experience in state-of-the-art technologies, relevant to the work, including information processing and transfer of information;
- Knowledge of establishing and reviewing export control and nondisclosure agreements;
- Understanding of service management and ITIL framework;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of NATO procurement and acquisition procedures.
- Proficiency with enterprise project management tools such as Microsoft Project/Service Now
- Knowledge of NATO C2 Systems, especially TOPFAS
- A Master of Science (MSc) degree at a nationally recognized/certified university in a related subject (such as Computer Sciences) and 5 years post-related experience;
- The Hague, Netherlands

- Some travel to other NATO sites may be required
- Valid National or NATO Secret personal security clearance
