Project Manager - Contract Research Officer

Job Description
Temporary externally funded non Grant-in-Aid contract post, the indicative duration of which is 34 months, subject to contract. A panel may be formed from which future similar vacancies may be filled; such a panel will remain active for a maximum period of 12 months.
Basic Function:
This competition seeks to recruit a highly organised individual with an interest in managing the day-to-day activities of a three-year Horizon Europe project. Working alongside the project coordinator, the project manager will support and coordinate partner interactions within the consortium and facilitate the overall management of the project in line with the requirements of the Grant and Consortium Agreements. These will include (but not be limited to) completing tasks related to administrative, organisational and the financial management of the project, managing reporting, and developing relationships with other projects and groups to maximize Farm Bio Net’s impact and reach. The project manager is expected to have exceptional writing and communication skills, with a capacity to efficiently organise and manage a large workload, often working to tight deadlines. An understanding of biodiversity and/or agriculture and EU agricultural policy is desirable.
The project management role will involve international travel to consortium meetings and to national network events. There will be opportunities to attend conferences nationally and internationally.
Background:
Farm Bio Net is a €3M Horizon Europe funded Coordination and Support Action, coordinated by Teagasc. The consortium comprises 19 partners, from the EU and associated countries. This project aims to collect and distribute, at national and European level, easily accessible, practice-oriented, and context specific knowledge on biodiversity-friendly farming (BFF) practices. Central to Farm Bio Net is the establishment of Farming and Biodiversity National Networks (NNs), consisting of farmer/forester individuals and organisations, researchers, NGOs, advisors, and other relevant AKIS actors. Farm Bio Net will use these NNs to gather and disseminate knowledge and information on biodiversity-friendly farming practices. NNs will use BFF case-study areas to promote the exchange of traditional and evidence-based actions that benefit farm biodiversity, through a co-creation and cross-fertilisation process.
Teagasc - The Agriculture and Food Development Authority in Ireland, is the national body providing integrated research, advisory and training services to the agri-food sector. We are global leaders in developing innovative science based solutions for the agri-food sector and are unique in holding research, advisory and education functions within the one organisation. The Research Officer role at Teagasc offers an opportunity to build capacity and create collaborations with national and international partners to translate science into practice.
The successful candidate will join the Environment Soils and Land-Use Department based in Johnstown Castle (or other Teagasc Centre by agreement). They will work as part of an interdisciplinary and collaborative team.
Job Objectives
- To assist the coordinator in the supervision and implementation of the project and in following the project work plan as detailed in the Grant Agreement.
- To develop and implement project management tools (e.g., procedures, guidelines, templates) in order to organise consortium meetings, facilitate partner-to-partner communication, and support external communications with complementary EU projects/initiatives, and stakeholders.
- To support Farm Bio Net partners with the administrative aspects of a Horizon Europe project, particularly in the application of rules and procedures specific to Horizon Europe.
- To co-ordinate the writing and submission of periodic progress reports and monitor the timely completion of deliverables, and milestone reports by partners.
- To assist in the dissemination and exploitation of the results of the research through publication, knowledge transfer channels as well as public engagement and other appropriate routes.
- To monitor partner expenditure based on annual reviews in coordination with Teagasc Finance, to support financial reporting to the European Commission.
- To ensure that all documents related to justifying expenses are correctly defined, and archived by each partner, anticipating the possibility of future audits.
- To work with partners to identify additional opportunities that will expand the impact of Farm Bio Net.
- To provide traceability in relation to Intellectual Property Protection.
- To assist Teagasc in meeting the commitments of the Quality Customer Service Charter and Action Plan.
- To actively participate in the annual business planning and Performance Management Development System (PMDS) processes.
- To co-operate with the provisions made for ensuring the health, safety and welfare of oneself, fellow staff and non-Teagasc staff and co-operate with management in enabling Teagasc to comply with legal obligations, including full compliance with the responsibilities outlined in the Safety Statement.
- To undertake other duties as may be assigned from time to time.

Skills Requirement
- An honours Level 8 degree, (as recognised on the National Framework of Qualifications or equivalent), management, environmental science, agricultural science, engineering, natural sciences, or a related scientific discipline.
- Minimum of 3-years project management experience or equivalent.
- A postgraduate degree in a relevant discipline.
- Using project management tools.
- Organisational and report writing.
- Di8ssemination: verbal presentation/communication skills, and writing.
- Excellent communication skills with a demonstrated ability to enable effective knowledge transfer.
- Financial management.
- Using Horizon europe procedures.
- Research: literature reviewing and data management.
- Collaboration skills.
- Knowledge of grant reporting and financial procedures.
- Knowledge of the European Commission management rules associated with the Horizon Europe framework programme.
- Ability to work as part of a team, including consulting, collaborating and building relationships with key stakeholders.
- Self-motivated and shows a desire to continuously perform at a high level.
- Personally honest and trustworthy and can be relied upon.
