Key Responsibilities:
About Project :
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for preschool and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia, leveraging the investment of the Australian Government’s Department of Foreign Affairs and Trade (DFAT) for its INOVASI Phase 3 program.Wahana Visi Indonesia, in partnership with Save The Children Indonesia, will implement KREASI project in North Halmahera District. The program closely aligns with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to each student's interests, talents, and needs, focusing on holistic, relevant, and sustainable education.
This project is subject to donor funding acquisition process. In the event that the funding agreement is not finalized, the recruitment process may be postponed or the position may not proceed. We are committed to maintaining transparent communication with all candidates throughout this process.
Job Roles
The role of the Monitoring Evaluation Accountability and Learning Officer is to obtain data regularly at the community level in order to build and carry out a community-based monitoring and evaluation system.
Strategy Development and Planning
  • Ensure that feedback from beneficiaries and stakeholders is incorporated into program adjustments to improve quality.
  • Support the KREASI team in building a transformative child-focused community development vision and its planning.
  • Assist in creating quarterly and monthly community plans, which contribute to the overall project planning.
Resource and Acquisition Management:
  • Use existing resources efficiently and effectively
  • Support the Manager in preparing program implementation at village and district levels and take responsibility for preparation and execution
Capacity Building:
  • Supporting the Project Manager in facilitating the development of the capacity of KREASI team in terms of monitoring and evaluating programs.
  • Providing technical assistance for partners, cadres and the community in strengthening community-based monitoring.
  • Sharing experiences (successes and challenges) in strengthening project program monitoring through regular coordination meetings, joint training, seminars, and other activities.
  • Supporting Project Manager in building an updated database that can be used by the entire KREASI team
  • Conduct reflection and learning processes with communities, including the most vulnerable groups, and partners.
  • Share learnings and program implementation reports with relevant stakeholders.

Accountability:
  • Collect data on program progress and impact at the basic level and monitor program activities periodically using quality assurance standards.
  • Report regularly to KREASI and ecosystem members on the status of activities and challenges faced.
  • Monitor program activities periodically using standard quality assurance tools provided by KREASI.
  • Follow best practices and maintain consistency in providing high-quality services.
  • Coordinate with Project Manager and other staffs in the implementation of monitoring and evaluation of the program.
  • Documenting project materials including reports and on-the-ground lessons that can be used for further planning improvements.
  • Conduct regular monitoring and helping in monitoring the project by providing field assistance.
  • Contribute to the implementation of baseline surveys, monitoring, and program evaluation at KREASI Project.
  • Facilitating Participative Learning with the community to increase the sense of ownership of the program.
  • Reporting monitoring data from the community in the village to Program Manager in an accountable and valid manner.
  • Support Project Manager in documenting the Complaint Feedback Response Mechanism (CFRS) and updating the feedback tracker on a regular basis.
  • Contribute in the creation of monthly, quarterly and annual KREASI Project reports.
  • Implement activities with communities as per the Annual Plan, adhering to standards and budget.
  • Recommend project team for revisions in planning and budgeting based on monitoring, reflection, and learning with communities and partners.
  • Facilitate inclusive dialogue processes with communities and partners.
Networking and Coordination Development:
  • Work closely with local beneficiaries (e.g., schools, communities, and stakeholders) to ensure their participation and inputs.
  • Build trust among schools, communities, and local stakeholders
  • Build partnerships with various organizations, institutions, and entities at the village level to improve child and family welfare, especially for the most vulnerable.
  • Facilitate and manage relationships with communities and village-level development partners, including village governments, existing community organizations, faith-based communities, private sectors, and community leaders.
  • Provide accurate organizational identity information.
  • Enhance understanding of the political situation in the service area to respond appropriately as an organizational representative.
Leadership and management:
  • Documenting the implementation process of monitoring and evaluating programs in the field, including the submission of monthly activity progress reports to supervisor.
  • Foster a positive, respectful, and caring work environment.
  • Practice spirituality and prayer in daily life.

Required Professional Experience
  • Minimum of 3 years of work experience or at least 1 year as a development facilitator in humanitarian programs.
  • Preferably experienced in coordinating between sub-district and district-level government institutions and humanitarian organizations.
Required Education, training, license, registration, and certification
  • A Bachelor's degree in Education or Social Sciences is preferred, but candidates from other fields are also welcome.
Preferred Knowledge and Qualifications
  • Strong skills in facilitating and building interpersonal relationships.
  • Proficient in using digital applications and continuously learning to improve documentation processes.
  • Familiarity with interviews, and other tools for qualitative and quantitative data collection
  • Organizing raw data into structured formats for analysis, e.g. relational databases.
  • Familiarity with data analysis and visualization tools like Microsoft Excel, Power BI, etc
  • Able to compile technical and narrative reports and evaluate key findings.
  • Understanding of community development and mobilization concepts.
  • Strong critical and analytical thinking skills.
  • Familiarity with the conditions of the service area.
  • Have her/his own vehicle.
Travel and/or Work Environment Requirement
70% Field 30% Admin. Must understand the field conditions and their limitations, as you will reside in the service area. Strong facilitation skills are required to build relationships with various stakeholders. Prepared to engage in field mobility activities.
Language Requirements
Proficiency in Bahasa Indonesia is required, and knowledge of local languages in the project area is preferred. English proficiency is an added advantage.
