Job Purpose

With the support of the Region of Waterloo, The Food Bank of Waterloo Region is piloting a Newcomer Program designed to assist newcomers to Canada with employment readiness. This program will provide newcomers with the building of English language skills, general labour skills, and an understanding of Canadian workplace etiquette while ensuring wrap around services are provided to support participants.

Reporting to the Director of People, Culture, and Administration, the Newcomer Program Coordinator is responsible for building this new program. This will include developing an effective program, overseeing activities, and measuring overall success. The duties will consist of various administrative tasks, program development and implementation, monitoring data, and supervising program participants.


The short-term focus of this role will change from year to year, as priorities of The Food Bank change, and will be detailed in the annual work plan.


Responsibilities and Duties

EXAMPLES OF THE ROLE'S RESPONSIBILITIES AND DUTIES INCLUDE BUT ARE NOT LIMITED TO:


1. Facilitating and overseeing all administrative tasks related to the Newcomer Program:

  • Overseeing administrative tasks related to the program such as drafting communications, scheduling of placements, coordinating program requirements amongst departments, managing program documents include translation requirements and data entry as required.
  • Recruiting participants, ensuring that required documentation is acquired prior to commencing the program.
  • Arranging language services with partners for participants who require assessment and language building opportunities.
  • Working with the Agency Relations team to ensure wraparound supports are provided to participants as needed removing barriers to participating in the program.
  • Securing bus passes for participants requiring assistance with transportation needs.
  • Working with the People and Culture team to ensure participants are set up properly in the HRIS system for payroll purposes.
  • Liaising with appropriate departments regarding placement start and end dates, ensuring all onboarding and offboarding tasks are completed.


2. Developing and executing the Newcomer Program:

  • Liaising with relevant partners to design program to meet outcomes and agreed upon KPIs, including work placement duties, skill sessions, career fairs, and other outreach opportunities such as language supports or other wrap around services.
  • Networking with various employers to ensure successful career fair opportunities for participants.
  • Building weekly task assignment schedule to build general labour skills within operations department.
  • Designing assessments for program participants to determine skills and abilities pre and post placement.
  • Developing onboarding and offboarding for program participants including exit interview, evaluation and survey on food usage.
  • Implementing program and ensuring its successful and effective functioning.
  • Reviewing and adjusting program requirements as needed to meet needs of participants and The Food Bank.


3. Designing and implementing evaluation tools to measure and monitor the success of the Newcomer Program:

  • Designing evaluation methods to measure the success of program outcomes and KPIs.
  • Monitoring data to determine the success of program-related KPI metrics.
  • Developing and providing reports related to KPI metrics.
  • Completing Regional reports.


4. Training and supervising Newcomer Program participants:

  • Working with various roles at The Food Bank to determine work activities appropriate for the program based on operational needs.
  • Participating in various work activities assigned to program participants to become a subject matter expert, including but not limited to general labour activities within The Food Bank's warehouse distribution centre.
  • Providing training to participants to ensure they can accurately and effectively perform tasks and duties.
  • Supervising participants for the duration of their placement.
  • Escalating participant-related issues to the Director of People, Culture, and Administration.


4. Performing other duties and tasks as required.



Location and Hours

  • The Food Bank of Waterloo Region is located at 50 Alpine Court in Kitchener, Ontario.
  • The role is required to be onsite for the work week.
  • Hours of work are generally between 8:30 am and 4:30 pm, Monday-Friday, for 40 hours per week (inclusive of 1 hour paid lunch each day). However, to meet the objectives of The Food Bank and commitments to our volunteers, members, and community, some irregular hours may be required. This would include no more than two evenings a week and/or two weekends a month.


Reporting Structure and Working Relationships

  • The Newcomer Program Coordinator reports to the Director of People, Culture, and Administration.
  • This role is an integral part of our People, Culture, and Administration team.
  • A significant amount of time in this role is spent working with Newcomer Program participants.


Qualifications

Experience and Assets
  • Minimum 4-5 years' experience in the development or execution of social service programming. Demonstrated experience working with diverse communities such as immigrants and newcomers preferred.
  • Experience with networking and outreach
  • Experience with group facilitation
  • Experience working in a multi-cultural environment.
  • Experience in program development, implementation and evaluation.
  • Knowledge of Canadian immigration processes an asset
  • Lived experience as a person who can acknowledge and speak to the social, political, cultural, spiritual, health and economic history, challenges, and opportunities, and the impact of systemic racism, xenophobia and oppression, relevant to immigrants or newcomers is an asset.


Education and Certifications

  • A diploma or degree in social work, community settlement services, or human services.
  • Background in project management or program creation.
  • Fluent in multiple languages an asset.
  • Knowledge of local activities, programs, and community organizations that may provide opportunities for skill development to newcomers.
  • Proven familiarity and competency with Microsoft Office products including Office 356 software (Word, Power Point, Excel, etc.) and Microsoft Teams.


Required Work Capacities (Skills and Abilities)

Physical Requirements
  • 60% standing or walking on concrete surfaces (indoor and outdoor).
  • 40% desk or computer work (including meetings).
  • Bending and/or twisting of back and neck.
  • Lifting, carrying, pushing, pulling from/to floor and from/to/above shoulder of 25-50 lbs (11-23 kg) on an occasional basis.
  • Some sustained or awkward positioning.
  • Sustained activities requiring far, near vision, computer screens, speaking and hearing.
  • Operation/handling of light machinery (i.e., pump truck).
  • Physical environment: combination of indoor shared office space and indoor warehouse environment with exposure to cold/heat, noise (warehouse equipment and volunteer groups), dust and dirt, and fumes (exhaust).
  • Some exposure to minor chemicals (i.e., cleaning agents).

  • Ability to work independently with minimal supervision.

  • Highly developed interpersonal, collaboration, and relationship-building skills with the ability to cultivate and maintain strong relationships with internal and external stakeholders.

  • Adaptability and analytical thinking skills with the ability to respond quickly to last-minute changes.
  • Teamwork with the ability to work closely with colleagues, management, and volunteers.
  • Supervising and coaching others with the aptitude to seek and respond to feedback.
