The Clinical Manager of ED Programs will provide day-to-day clinical leadership & management of CHEO’s Admitting Department, Trauma Program, Sexual Assault Care Program, Outreach Program, Follow-Up Care Program, and non-clinical staff in the ED. The Clinical Manager will work with the other members of the ED leadership team to ensure the development and implementation of departmental strategies, corporate goals, and objectives. The Clinical Manager will actively participate in Quality Improvement activities to advance and expand patient care and access to services. In addition, the Clinical Manager will work in collaboration with other departments and stakeholders to ensure that organizational strategies are achieved.
The Clinical Manager of ED Programs represents CHEO by liaising with external agencies, establishing networks, and building partnerships to enhance regional relationships and projects with respect to trauma care, medicolegal care, and pediatric emergency care.
- Work in collaboration with staff and physicians in all departments to ensure effective delivery of patient care/services.

Manage human resources of more than 60 staff effectively, which includes:
- Hiring, scheduling, managing performance, and managing attendance,
- Ensuring compliance with health and safety regulations,
- Conducting performance reviews and working with performance related issues,

Ensuring staff have the required training, resources, and support to carry out their roles.
- Work collaboratively with the ED Clinical Manager to provide support and guidance to teams within the ED.
- Assess staff learning needs and participate in the development of programs dedicated to the enhancement of specialized knowledge and skills related to pediatric trauma care and post-sexual assault care.
- Design, implement, promote, and evaluate educational materials and activities for staff within the ED and, where relevant, across the hospital.
- Manage budgets and reporting, including managing within assigned budgets; monitoring expenses; processing payments; financial reports.
- Follow-up with incident reports generated through the Safety Reporting System including Patient Experience Files.
- Ensure the development and ongoing updating of ED program manuals/procedures/policies.
- Communicate comprehensively to all levels, staff, management, executives, stakeholders, patients, and families.

Ensure that the ED staff works efficiently in accordance with the Occupational Health and Safety Act and Regulations, Occupational Health and Safety, as well as all CHEO policies and procedures, in order to provide a safe environment to staff, patients, and families.
- Vulnerable Sector Check (VSC) (Essential)
- University Degree in Related Health Care Field (Nursing Preferred) (Essential)
- Certification/License/Registration with appropriate College or Association (Essential)
- Minimum of five (5) years of related experience (Essential)
- Minimum of five (5) years of progressive leadership experience in a healthcare setting (Preferred)
- Comprehensively use relevant computer technology and medical equipment related to Emergency nursing care (Essential)
- Use software relevant to the position i.e. Word, SCM, EPIC, and other hospital-based computer applications (Essential)
- Communicate effectively and concisely, both orally and in writing (Essential)
- Deal effectively with internal customers and external customers (Essential)
- Bilingualism (English & French) (Preferred)
- Master’s degree (Preferred)

Programmes du Service des urgences du CHEO :
PRINCIPALES RESPONSABILITÉS
- Travailler en collaboration avec le personnel et les médecins de tous les services à assurer la prestation efficace des soins et des services aux patient.e.s.
-
Gérer efficacement plus de 60 membres du personnel, ce qui comprend les activités suivantes :
- embaucher le personnel, établir les horaires, gérer le rendement et gérer les présences;
- veiller au respect des règlements en matière de santé et de sécurité;
- effectuer des évaluations du rendement et s’attaquer aux problèmes de rendement;
-
veiller à ce que les membres du personnel aient la formation, les ressources et le soutien nécessaires pour s’acquitter de leurs rôles.
- Collaborer à apporter du soutien et de l’encadrement aux équipes du service des urgences.
- Évaluer les besoins d’apprentissage du personnel et participer à l’élaboration de programmes destinés à rehausser les connaissances et les compétences spécialisées en soins de traumatologie pédiatriques et en soins de suivi après une agression sexuelle.
- Concevoir, mettre en œuvre, promouvoir et évaluer du matériel et des activités de formation pour le personnel du SU et, le cas échéant, pour le personnel de l’hôpital en général.
- Gérer les budgets et l’établissement de rapports, ce qui englobe le respect des budgets attribués, la surveillance des dépenses, le traitement des paiements et la production de rapports financiers.
- Faire le suivi des rapports d’incident générés par le système de rapports sur la sécurité, notamment les dossiers sur l’expérience des patient.e.s.
- Veiller à l’élaboration et à la mise à jour continue des manuels, des procédures et des politiques des programmes du SU.
- Communiquer de manière complète à tous les niveaux, que ce soit avec le personnel, la direction, les cadres, les parties prenantes, les patient.e.s et les familles.

Veiller à ce que le personnel du service des urgences travaille de manière efficace et conforme à la Loi sur la santé et la sécurité au travail et à ses règlements d’application, ainsi qu’à toutes les politiques et procédures du CHEO, afin d’offrir un environnement sécuritaire au personnel, aux patient.e.s et aux familles.
- Vérification des antécédents en vue d’un travail auprès de personnes vulnérables (Essentiel)
- Diplôme universitaire dans un domaine lié aux soins de santé (de préférence en soins infirmiers) (Essentiel)
- Certification, licence ou inscription auprès de l’ordre compétent ou de l’association appropriée (Essentiel)
- Au moins cinq (5) ans d’expérience pertinente (Essentiel)
- Au moins cinq (5) ans d’expérience dans des postes de leadership à responsabilités croissantes en milieu de soins (Un atout)
- Capacité d’utiliser à fond la technologie informatique et le matériel médical liés aux soins infirmiers d’urgence (Essentiel)
- Capacité d’utiliser les logiciels liés aux fonctions du poste, c.-à-d. Word, SCM, EPIC, et d’autres applications informatiques utilisées en milieu hospitalier (Essentiel)
- Capacité de communiquer de façon efficace et concise, de vive voix et par écrit (Essentiel)
- Capacité de traiter efficacement avec la clientèle interne et externe (Essentiel)
