Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
NCIA – PAN Migration to NATO Public Cloud Project
The PAN Migration to NATO Public Cloud project is organized under the NCIA Cloud Portfolio. The project aims to transition roughly 15.000 staff within the NATO Enterprise from the on-premises Public Access Network (PAN) to the NATO Public Cloud (NPCL). At the time of this engagement, the first major site (Norfolk VA, USA) will have transitioned and the project will continue to transition an additional 18 sites across various locations in the alliance.
User Training
One of the main objectives of the project is to ensure a structured rollout for 15.000 users at 19 PAN locations, by providing training for the users transitioning to a new working environment.
Under the direction of the Cloud Operations Manager, project manager and site-specific implementation managers, the User Trainers will deliver comprehensive and customized training sessions on Microsoft 365 and associated products, including Windows 11 Enterprise, the Office 365 suite, MS Teams, One Drive for Business, and Share Point Online. Additionally, the Trainers will cover essential security topics such as Microsoft Bit Locker, Windows Hello for Business and Device Compliance within an Intunemanaged context. The ideal User Trainers will also be flexible to teach customized content.
These services require on-site presence in different NATO sites across Europe, with the training role split between 50% classroom-type sessions and 50% hands-on assistance. User Trainers will get a "Train the Trainer" type of training from Project Training Coordinator, which will allow them to familiarize with the NPCL environment and the customized training content. Flexibility is required to travel to any of the NATO countries and stay at the location for the duration of the service delivery. There will be two trainers present at a site during a training delivery, providing classroom sessions and hands-on assistance in rotation.
The trainers will be responsible for engaging users during training sessions, encouraging participation, and addressing questions. They will develop and maintain comprehensive training materials, including slides, handouts, and online resources, ensuring they are accessible and up-to-date. In addition to classroom training, the trainer will provide oneon-one support, assisting users in adopting and effectively using M365 tools and addressing any specific needs or concerns they may have.
Performance monitoring will be a critical aspect of this role, with the trainer tracking and evaluating the effectiveness of training sessions, gathering participant feedback, and identifying areas for improvement. The trainer will also provide basic knowledge and training on additional M365 tools such as Planner, Bookings, Forms, Stream, Viva, and Power Automate, demonstrating how these tools integrate with core M365 products to enhance productivity and collaboration.
Role Duties and Responsibilities
Initial Training
  • Providing training to the users in various NATO locations will require bespoke knowledge about the specific setup and background of the NPCL solution. To this end the Project Trainers will be required to attend familiarization training:
  • Online learning about the specific elements of the NPCL solution (based on the Viva Learning module in the M365 solution)
  • A full day of familiarization training in the NHQ location in Brussels – Belgium
  • Any additional lifecycle support training (remote) as it becomes available during the rollout
Windows 11 Enterprise, M365 and Office 365 Suite Introduction:
  • Conduct training sessions on the features and core functionality of Windows
  • 11 Enterprise, Microsoft 365 and Office 365 products.
  • Provide detailed instructions on using the Office 365 suite (including Word, Excel, Power Point, Teams, and Outlook).
  • Provide detailed instructions on collaboration tools such as MS Teams, One Drive, and Share Point Online.
  • Demonstrate how to effectively use these tools for communication, file sharing, and team collaboration.
  • Provide basic knowledge and training on other M365 tools such as Microsoft Planner, Microsoft To Do, Microsoft Bookings, Microsoft Forms, Microsoft Loop and Power Automate.
  • Demonstrate how these tools integrate with core M365 products.
  • Implement and guide interactive hands-on exercises with practical business use cases during the trainings.
  • Offer troubleshooting tips and best practices for optimal usage and assist users with technical challenges during walk in training sessions.
  • Track and report the course attendance and engagement.
Security Training:
  • Educate users on security best practices, including the use of Microsoft Bit Locker and Windows Hello for Business.
  • Explain the importance of Device compliance in an Intune-managed context.
  • Conduct sessions on the Company Portal and how to use it for managing devices.
  • Provide guidelines for maintaining data security and privacy, and core functionality of M365 and Windows 11.
Citrix Secure Private Access:
  • Train users on the Secure Workspace App within Citrix Secure Private Access.
  • Explain how to securely access corporate resources using Citrix Secure Private Access.
  • Provide best practices for maintaining security while using Citrix SPA on your device.
  • Address any user concerns or questions regarding Citrix SPA as technical Reach Back Solution.
Communication and Interaction:
  • Engage with users during training sessions to encourage participation and questions.
  • Provide clear and concise answers to user queries.
  • Record and report the unanswered questions from trainees.
  • Foster a positive and interactive learning environment.
  • Offer follow-up support to users after training sessions.
Training Material Development:
  • Create comprehensive training materials, including slides, handouts, instructional videos and other online resources tailored to user-specific content and different skill levels.
  • Update training content to reflect the latest M365 features and best practices.
  • Develop step-by-step guides (video and printed format with screenshots) and FAQs for common user issues.
  • Ensure training materials are accessible and easy to understand.
  • Regularly update materials to reflect new features and changes.
User Support:
  • Provide ongoing support to users to help them adopt and effectively use M365 tools.
  • Offer one-on-one assistance to users with specific needs.
  • Monitor user feedback and adjust training methods accordingly.
  • Assist the technical support team with expertise, if help is needed.
Essential Skills and Experience
M365 Products:
  • In-depth knowledge of Microsoft 365 core products (Windows 11 Enterprise, Office 365 suite, MS Teams, One Drive, Share Point Online).
  • Ability to explain features and functionalities clearly.
  • Experience in developing training materials and conducting sessions.
  • Ability to update training content based on new features and updates.
Windows 11 Enterprise and Office Suite:
  • Proficiency in Windows 11 Enterprise and the Office 365 suite.
  • Experience in training users on transitioning to new software versions.
  • Ability to troubleshoot common issues and provide best practices.
  • Skill in creating user-friendly training materials.
Collaboration Tools:
  • Expertise in MS Teams, One Drive, and Share Point Online.
  • Ability to demonstrate effective use of these tools for communication and collaboration.
  • Experience in addressing user issues and providing solutions.
  • Skill in enhancing productivity through collaboration tools.
Security Training:
  • Knowledge of security best practices, including Microsoft Bit Locker and Windows Hello for Business.
  • Experience in training users on device compliance and data security.
  • Ability to explain the Company Portal and its functionalities.
  • Skill in providing guidelines for maintaining privacy and security.
Intune Managed Device Compliance:
  • Proficiency in Intune device management, including policy configuration and compliance management.
  • Experience in training users on using Intune for device compliance and security.
  • Ability to explain the functionalities of the Company Portal and how to manage devices.
  • Skill in providing best practices for maintaining device compliance.
Citrix Secure Private Access:
  • Proficiency in using and explaining Citrix Secure Private Access and Secure Workspace App.
  • Ability to train users on secure access to corporate resources.
  • Experience in addressing security concerns related to Citrix.
  • Skill in providing best practices for Citrix usage.
Communication Skills:
  • Excellent verbal and written communication skills.
  • Ability to engage and interact with users during training sessions.
  • Skill in providing clear and concise answers to user queries.
  • Proficiency in creating a positive and interactive learning environment.
Training Material Development:
  • Experience in creating comprehensive and user-friendly training materials.
  • Ability to develop step-by-step guides in a video format or printed with clearly marked and explained screenshots, and FAQs.
  • Skill in ensuring training materials are accessible and up-to-date.
  • Proficiency in using various formats for training materials (slides, handouts, online resources).
User Support:
  • Strong support skills to help users adopt and effectively use M365 tools.
  • Experience in offering one-on-one assistance and follow-up support.
  • Ability to monitor user feedback and adjust training methods.
  • Skill in creating a support system for user assistance.
Performance Monitoring:
  • Ability to track and evaluate the effectiveness of training sessions.
  • Experience in gathering and analyzing feedback from participants.
  • Skill in identifying areas for additional training or support.
  • Proficiency in reporting on training outcomes and user satisfaction.
Additional M365 Tools:
  • Basic knowledge of other M365 tools such as MS Planner, MS Bookings, MS Forms, MS Spaces, and MS Power Automate.
  • Ability to demonstrate how these tools integrate with core M365 products.
  • Experience in enhancing productivity through these additional tools.
  • Skill in addressing user issues and providing practical solutions for these tools.
