Education/Degree Requirements: High school diploma or GED.
Must be a veteran of the United States armed forces, serving at least six months with an honorable discharge.
Certification/License Requirements: Will be required to complete mandatory Service Officer training school and maintain certification annually by successfully completing Veterans Service Officer exam. Must possess valid driver’s license with a demonstrated safe driving record.
Job Description: Incumbent serves as the full-time Veterans Service Officer for Vanderburgh County and is responsible for the supervision and efficient operation of the Veterans Service Office. The Service Officer determines priorities and accomplishing duties in accordance with local needs. The office's work makes a substantial contribution to the well-being of veterans and their dependents with local decision making guided by policies and established practices which may be discussed with superiors as the incumbent deems necessary. Incumbent maintains frequent contact with County Officials, representatives of the regional Veterans' Administration, veterans, and their dependents and survivors for a variety of purposes, including offering counseling and assistance in obtaining benefits, explanation of procedures and eligibility regulations, submission of activity reports and budget requests, and completion of ongoing in-service training. The Veterans' Service Officer reports directly to the County Commissioners and the Indiana Department of Veteran Affairs.
Essential Duties/Responsibilities:
Assists veterans, their dependents & survivors in obtaining federal and state benefits by responding to inquiries & providing necessary information in person, by mail and by phone.
Assists clients in procurement and proper completion of federal and state veterans' benefit application forms.
Maintains daily logs of claimants, files, & assistance provided, and prepares monthly reports of department activities for County Officials & the Indiana Dept. of Veteran Affairs.
Supervises the daily activities of Assistant Veterans' Service Officer and Office Assistant, including planning, delegating work assignments, establishing work standards, & maintaining discipline.
Attends County Council and/or County Commissioners meetings, as required.
Attends veterans' organization & related meetings, offering information pertaining to benefits & projects relevant to veterans.
Makes home visits to veterans & their dependents, providing information & assisting with completion of forms, as necessary.
Maintain inventory of necessary applications and related forms and literature, ordering materials, as needed.
Attends seminars & workshops as required by State Veterans' Affairs Office. Interviews candidates for openings, makes hiring recommendations, and provides orientation and training to new subordinates.
Submits annual budget request and administers department budget, upon approval.
Testifies in court, as required.
Performs related duties as assigned by the County Commissioners.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written format. Ability to plan and lay out assigned work projects.
Ability to plan and present public speaking presentations, fundraisers, and special events.
Ability to testify in legal proceedings.
Required Knowledge/Skills:
Thorough knowledge of federal veterans' benefits eligibility regulations and application procedures
Ability to maintain accurate records, prepare necessary activity reports, and administer department budget
Ability to interpret federal guidelines and regulations to veterans and their dependents
Ability to effectively supervise the work of others
Ability to follow personnel policies and rules of the organization
Ability to counsel a wide range of potential clients, and work with veterans and families in a sincere and helpful manner.
Work Schedule: Monday – Friday 8:00 a.m. to 4:30 p.m.
Shift/Weekends/Overtime: May be required to respond to emergencies on a 24-hour basis. Ability to work extended hours, including weekends and evenings, and occasionally travel out of town, sometimes overnight.
Work Environment/Location: Incumbent performs duties in a variety of locations, such as standard office, veterans’ homes, group homes, hospitals, courtrooms and jail. Incumbent is occasionally exposed to irate or uncooperative individuals.
Physical Demands/Lifting/Standing/Sitting: Duties involve sitting and walking at will, sitting, for long periods, standing and walking for long periods, keyboarding, close vision, color perception, speaking clearly, hearings sounds/communication.
