Duties

Duties include but are not limited to:
  • Serves as Program Support Assistant (OA) responsible for performing duties in a variety of functional specializations to provide information and management assistance in planning, controlling and/or reporting on resource, education, program accomplishment and program administration. The employee independently compiles, consolidates, coordinates and organizes a wide variety of data utilizing personal computers and state-of-the-art electronic data processing skills to support management decision making. Establishes and maintains control logs, prepares data in prescribed format and prepares necessary forms and working files essential to operations.
  • Performs a variety of administrative duties designed to assist administrative management for ADPCS Service Line operations and the efficient accomplishment of test objectives.
  • Establishes and maintains a variety of automated and manual records systems reflecting technical and administrative data. Has responsibility for preparation and compilation of a variety of reports, correspondence and program status documents. She/he notifies staff of needed technical input not available from personally maintained office files and records. Consolidates information into comprehensive documents and prepares in final form for supervisor's review. Examples of these kinds of reports include bi-monthly overtime reports, leave reports, PIV reports, and educational training requirements.
  • The incumbent serves as the principal timekeeper and auditor for ADPCS which consists of approximately 765.5 authorized FTE, and approximately 44 Time and Attendance (T&A) Units throughout the service line. Works with 44 T&A supervisors to support sections includes Nursing Acute Care, Nursing Mental Health, Nursing Primary Care, Nursing GEC & Long-Term Care, Nursing Outpatient & Specialty Services, Primary Care - Community Based Outpatient Clinics (6 CBOCs), Nursing Administration, Nursing Education, Sterile Processing (SPS).
  • Incumbent maintains extensive database of current work and backlog. Initiates job order requests in system; monitors hours and dollars spent against cost estimates and notifies T&L supervisors, Associate Chief Nurses, and supervisor as to problem areas during performance. She/he initiates training reminders for staff mandatory training.
  • As PSA(OA) - Time and Leave Clerk working with a variety of employees the incumbent must be able to make decisions related to time management, priorities of work to be accomplished, and methods of accomplished. Incumbent must be sensitive to the interpersonal relationships among the units and various services. She/he must be a good communicator, able to relay accurate and timely information.
  • The incumbent operates automated equipment including word processing and personal computers. She/he creates copies, edits, calculates, revises, retrieves, stores and prints a wide range of documents in final form. Prepares graphs, statistical reports and other correspondence using various software, including word processing, electronic mail, spreadsheets, database and graphics programs. The skills of the qualified typist are required. She/he types a variety of correspondence, forms, reports, etc. from rough drafts or previous examples. Incumbent refers to style manuals, dictionaries, and similar guides in order to determine format, arrangement, spelling, punctuation, etc. She/he operates items such as: word processor, or computers to produce work accurately and efficiently.
Performs other related duties as assigned.

Work Schedule: Monday-Friday 7:00am-3:30pm or 7:30am-4pm. Work schedule subject to change based on agency needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible for making make decisions related to time management, priorities of work to be accomplished, and methods of accomplishment; effectively communicating among various units and services as well as relaying accurate and timely information as needed as it relates to time and attendance; collaborating, communicating, setting priorities, and organizing the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations; and communicating tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year). One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Proficiency Requirements: In addition to meeting the above experience and/or education requirements, applicants for this position must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency.
