Duties
- Identify research needs, prepare requests for proposals or statements of work, and provide oversight for research purposes.
- Develop and conduct scientifically credible protection, mitigation, and restoration projects.
- Develops and carryout statistically valid data collection protocols for ecological components and processes.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
- You may be required to complete training and operate a four-wheel drive vehicle.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
- If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
- You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.
- You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
- Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
Qualifications
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
Basic Education Requirement:
Applicant must have successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in a basic and applied biological science. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must include all relevant transcripts (undergraduate and graduate).

To qualify for this position at the GS-09 grade level, you must possess of the following minimum qualifications by close of the announcement:EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is: assisting with inventory and monitoring wildlife/ecological studies using established procedures, carrying out statistically valid data collection protocols for monitoring, performing data collection using the latest automated technology such as electronic data collectors; assisting with analysis of data; preparing reports regarding the results of inventory, monitoring, surveying, and research activities; identifying research needs and supporting oversight for research projects. You must include hours per week worked.

EDUCATION: Successful completion of at least two full academic years of progressively higher-level graduate education, a M.S. or equivalent master's degree in a directly related field such as natural resource management, natural sciences, biology, ecology, zoology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. You must include transcripts.

Successful completion of a combination of education and experience as described above. One year of specialized experience or 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree as described above; to combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. You must include hours per week worked and must include transcripts.
To qualify for this position at the GS-11 grade level, you must possess of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is: Manage natural resources, including wildlife, under such mandates as the Endangered Species Act, National Environmental Policy Act, Clean Water Act, Clean Air Act, or the Environmental Quality Act. Experience includes conducting wildlife/ecological monitoring, surveys, band transects, random point contacts, counts, following established protocols, managing complex biological data using computer software (such as Microsoft Access, SQL, Excel, Word), and analyzing and presenting complex long-term data sets utilizing software like R. You must include hours per week worked.

EDUCATION: Successful completion of three full academic years of progressively higher-level graduate education leading to a Ph.D. or equivalent graduate degree at an accredited college or university in biology, ecology, zoology. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described above (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education) may be a qualifying combination. You must include hours per week worked and must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.
Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire lines, arctic environments, swamps, deserts, and forests. Flying in a fixed-wing aircraft and helicopters is possible.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
