Assistant Manager of Maintenance Training

A responsible supervisory level position within the Maintenance Department, responsible for managing the State Certified Apprenticeship Program and developing/implementing new and ongoing training programs for the Maintenance Department. Technical support to Maintenance Department objectives including reliability, maintenance programs, the maintenance information system, and safety initiatives.
Work is performed under the general direction of the Director of Training. Errors or failures to perform duties can affect the Agency’s overall performance by impacting public acceptance of transit services, utilization of transit fleet, safety of transit patrons, and potential liabilities for equipment-related accidents.
Work requires supervising and monitoring performance for a regular group of employees or department, including providing input on hiring and disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. Supervision is exercised over Apprentice Fleet and Facility Mechanics and Coach Technicians, the training function, and is extended to all vehicle maintenance personnel. Duties are performed in cooperation with the Vehicle Maintenance, Facility Maintenance, Inventory, and Operations divisions and strong teamwork is an essential component of success in this position.
The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:
Hires, trains, develops, motivates, and evaluates work of assigned personnel. Ensures work is performed to organizational standards in accordance with the Maintenance Collective Agreement.
Manages State Certified Apprenticeship Program to ensure written and reporting standards are followed.
Researches and procures the latest in maintenance training programs to meet the changing needs of technology and the work environment. Develops, conducts, and implements new and ongoing training, remedial, and skill upgrade programs for Maintenance department personnel.
Instructs Maintenance personnel in the following: gas and diesel vehicle and equipment systems; engine repairs and tune-ups; preventative maintenance; inspection, removal, and replacement of major components; brake systems; electrical and multiplex/plc systems; transmission repairs; differentials; wheelchair systems; farebox systems; head sign systems; air conditioning systems, and component overhaul procedures.
Directly responsible for maintaining adequate electronic service tools and all associated proprietary diagnostic software.
Serves as a focal point for the Fleet and Facilities Maintenance group on projects to upgrade or procure new technology and systems to be installed in C-TRAN vehicles.
Instructs Facility personnel in the following: perform shelter rebuilding and/or replacement, concrete work, intermediate to advanced electrical troubleshooting, HVAC troubleshooting and repairs including PLC and building automation, plumbing repair and replacement, fabrication and installation, trouble shooting and repair of shop equipment and machinery.
Provides technical instruction, certifications, and professional development training. Coordinates specialized technical training by contacting schools, manufacturers, and instructors. Develops and maintains technical resources library.
Trains all Maintenance personnel on the Agency’s safety program to ensure OSHA compliance. Provides up-to-date safety training in the following areas: hazardous materials; bloodborne pathogens; lockout/tagout; hearing conservation; personal protective equipment; forklift certification; scissor lift certification; and respirator. Maintains up-to-date training records.
Owns Maintenance Technical Training curriculum and administers through approved methods.
Oversees process development, communication, and training associated with program changes.
Partners with the Director of Safety & Risk to develop, train, and implement a Safety Management System (SMS) in accordance with FTA regulations and requirements for an Agency SMS.
Provides supplemental training for Coach Operators, Paratransit Operators, and Operations Supervisors in all areas of vehicle operation.
Assists the Director of Training with preparing and monitoring the department’s Training and Maintenance Operating Budget.
Establishes maintenance standards for all Fleet Maintenance personnel. Reviews work for accurate completion to meet the needs of the Agency and productivity standards.
As needed, provides technical research, and applies engineering principles to assist Original Equipment Manufacturer (OEM) and subsystem component manufacturers in the resolution of defects and design problems.
Prepares and maintains legible, concise, and understandable reports.
Assists with evaluating the cause of accidents or incidents affecting the Agency’s employees or equipment.
Assists in the preparation of vehicle and equipment specifications.
Assists with the researching, planning, coordinating, and monitoring of a large variety of special projects.
Maintains and updates technical service bulletins.
Manages ASE Transit Diesel Mechanic certification process. Assists with various projects for the National Transit Institute, American Public Transportation Association, and the Washington State Transit Training Coalition.
Provide technical engineering support to all Fleet and Facilities Maintenance Technicians.
Proficient in working with Trapeze EAM Maintenance Information and other Fleet and Facilities Diagnostic Software.
Performs other related activities as assigned.
State and federal safety and hazard communications requirements.
Understand and apply Machinists’ Labor Agreement.
Excellent verbal and written communication skills required in order to explain complex information in a clear, concise manner.
Familiarity and experience with computerized applications relative to areas of responsibility is desirable.
Mathematical ability to accurately complete required reports and monitor department budget required.
Familiarity and experience with computerized applications including word processing, spreadsheet, and presentation is desirable.
Work effectively with all levels of staff and vendors with varying levels of expertise.
Exhibit tact and diplomacy to achieve desired results.
Effectively utilize all mechanisms and equipment related to the position including radio equipment and all other amenities.
Maintain confidentiality.
Bachelor’s Degree or equivalent from a recognized technical trade school, college, or university with major course work in a related field; and five (5) to seven (7) years’ experience to demonstrate a competency in the field of Fleet Maintenance including a thorough knowledge of safety procedures.
Position related certifications and/or an additional four (4) years of work experience may be substituted for education requirement.
Requires at least three (3) years’ supervisory experience or experience sufficient to demonstrate complete competency and knowledge of the principles of modern supervisory practices.
Responsibilities of position may result in exposure to environmental influences (beyond normal office environment) such as poor ventilation and illumination, loud noises, adverse weather conditions, and heavy congestion; exposure to accidents or health hazards on the job which includes working with chemicals, operating equipment/machinery, and exposure to infectious diseases; and frequent abrupt or unexpected changes in work assignments, goals, and deadlines.
Regular, dependable attendance is required.
Must be able to work any day of the week and/or any shift, including days, swing, and graveyard.
Must possess a valid driver’s license from the state of residence and maintain a good driving record. A commercial driver’s license will be required within a specified time frame, determined by the manager, to maintain this position.
Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.
Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.
Must pass an employment physical examination and drug test to be certified for the position and maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
This is a safety sensitive position subject to Federal Transit Administration Drug and Alcohol Testing Regulations.
