Logistician - USAID/RDMA MEL4PCM (Bangkok)

SUMMARY

ME&A is seeking an experienced Logistician (hereby referred to as 'Consultant') based in Bangkok to support the preparation and execution of a workshop for the Assistance to Ethnic Tibetans Project Pause and Reflect for the General Development Office (GDO) of the USAID Regional Development Mission for Asia (RDMA) under the Monitoring, Evaluation, and Learning for Program Cycle Management Support (MEL4PCM) Task Order. The exercise will provide the Tibet team at USAID, the implementing partners (IPs), and relevant stakeholders an opportunity to collaboratively reflect on their contribution toward the Project goal of bolstering the resilience of ethnic Tibetans in mainland China within disparate technical approaches according to interpretations of "resilience" specific to each IP's programmatic domain under the Project results framework. The intended audience for the Pause and Reflect results encompasses the Tibet team in IPs, General Development Office (GDO) at USAID/RDMA, and other USAID bureaus and offices with a need to know.


In collaboration with GDO and ME&A, the Consultant will make all logistical arrangements for the workshop, including venue rental, daily lunch and refreshments, and supporting lodging and travel for the IPs.


RESPONSIBILITIES
The ideal candidate will be a dynamic individual with experience coordinating with government entities, partner organizations, and program stakeholders; and s/he will have the ability to work effectively and respectfully with individuals from diverse backgrounds. He/she will coordinate all logistical aspects of the Pause and Reflect workshop, including venue selection, setup, and management of materials. In addition, he/she will collaborate with the program team to develop and implement a detailed event schedule and ensure that all event supplies, equipment, and materials are procured, stored, and distributed as needed.

The Consultant will organize travel arrangements for participants, including flights, transportation, visas, and accommodations. He/she will communicate travel details with participants in advance and handle any changes or issues that arise. In addition, the Consultant will liaise with venues and caterers to secure necessary facilities, equipment, and catering services. and ensure that the venue is accessible and appropriate for all workshop needs (e.g., accessibility, A/V equipment, seating). Oversee the logistics of meals, snacks, and beverages during the workshop.


USAID anticipates the workshop to be held among 24 participants, at a venue near USAID/RDMA in Bangkok, Thailand. The Consultant contract period is expected to begin and end in January 2025, with 1 hybrid Pause and Reflect workshop conducted during that time. A total of 5 days of level of effort (LOE) are anticipated for this contract.


QUALIFICATIONS
  • Minimum of a bachelor's degree in logistics, business administration, project management, or a related field.
  • Minimum of 3-5 years of experience in logistics management, preferably in international development or USAID-funded programs.
  • Experience with managing in-country logistics (e.g., setting up meetings, arranging domestic transportation, arranging venues for meetings, arranging translation/interpretation services as needed).
  • Familiarity with USAID regulations and compliance requirements for logistical arrangements.
  • Experience working with international development donor organizations employing multi-ethnic staff in multicultural work environments.
  • Previous USAID experience and expertise in the SE Asia context preferred.
  • Must have strong English proficiency. Thai proficiency preferred.
