POSITION: REGIONAL MONITORING & EVALUATION (M&E) OFFICER
JOB PURPOSE
Our Client works to improve and strengthen workers' rights all over the world. They support trade unions with the potential to develop into democratic, sustainable and representative organisations that can look after the interests and needs of their members.
We are looking for a candidate that can support their regional program in general, but in particular the programme officers (PO), as well as the finance officers, to improve their processes and facilitate a higher degree of cooperation between the two parts of the office. This includes lifting the quality and timelines of reporting and other internal processes in the office and supporting the Regional Coordinator in continuously developing the strategic direction of the regional office.
The role of an M&E officer in the regional office will entail analysing and lifting concrete data and information to results and lessons learnt. This requires analysing and showing regional trends in results and achieved changes.
The candidate filling the role must have good interpersonal skills and be able to build and maintain respectful relationships, both with the POs but also at a strategic level with partners. This is important to be able to support the POs in their processes of working with partner development, both organisationally and thematically.
SKILLS REQUIREMENTS FOR THE JOB
Must have:

• A Master’s Degree in Program Management and or Change Management.

• 3 – 5 years relevant experience in Monitoring and Evaluation.

• Be excellent in developing M&E frameworks, plans, and indicators.

• Understand the daily program management throughout the program life cycle.

• Be able to define program governance, risks and controls.

• Have a good knowledge in planning the overall program and monitoring progress.

• Have the ability to formulate, organise, monitor and evaluate inter-connected projects.

• Be in a position to lead and evaluate project managers and staff.

• Be in a position to capacitate and develop the team, promote knowledge sharing and provide advisory support.

• Demonstrate an analytical and critical thinking skills.

• Ensure to collect, administer and maintain monitoring and evaluation data on a regular basis to measure achievement against performance indicators.

• Check data quality with partners and analyse aggregating findings.

• Implementing data collection activities.

• Monitor overall progress and sustainability of project results.

• Ensure that capacity assessments on existing M&E systems is conducted.

• Be an excellent, affluent and effective communicator with great listening skills.

Nice to have:

• Knowledge about the trade union movement in Southern and Eastern Africa or be experienced in working with trade unions - (fieldwork and/or advisory).

• Strong experience in working with community and social work; and
