Assistant Director (Facilities Management)

To support the Division in the facilities management of People’s Association (PA)’s
community infrastructure to ensure that the physical infrastructure and facilities are well maintained and kept in a state of good, safe and serviceable condition to meet PA’s
objectives to promote social cohesion and community bonding.
Overall in-charge of FM team. Responsible for l ea ding a n d m ana g ing t h e FM t e a m i n s u ppo rti ng a nd m a i n tai n in g P A Pr o p e rti es t o s u s t a i n h i g h av a i l ab ilit y o f a ll PA p r op e r tie s and a me n iti e s T h ese i n c l u d es ( bu t is n o t l i m it e d to ) :•

Oversee t he pr o je c ts assigned (ranging from FM , planned and corrective maintenance, A& A, RC s an d o th e r m i n or bu il d i n g p ro j e c t s) o f PA p r ope rti es fr o m p la nn i n g t o co m pl e tio n in c l ud i n g d e f ec t s l i a b ility p e ri o d s , D P IP s , fi xed a s s et an d fi na li s ati o n o f p r o j ec t acco u n t s .•
O v e rs ee a n d g i ve d ir e c ti on t o FM team, including work distribution, duties and other aspects of work and welfare-related benefits.•
Responsible for planning the training, competency and capability development of team members.•

Strategize and forward plan the long term development of FM and other refurbishment and modernization projects, including but not limited to steering initiatives and incorporating strategies on life cycle management and sustainability in projects.•
Plan all necessary budgeting for the execution of projects.•

Education
Minimum - Professional Certification in Building (Architecture, Engineering) or Project Management or Facilities/Estates Management or other relevant qualification.

Experience
More than 10 years in leading a team in building project management and/or facilities/estates management with good track records particularly in projects using PSSCOC, of which at least 7 years in managerial capacity.
Extensive knowledge of IFM/SMART FM and life cycle management is essential, as well as possessing soft skills and people management skills required for stakeholder management (including but not limited to Grassroots Advisers and Grassroots Leaders).
Knowledge of serviceable life of building components and replacement strategies will be an advantage.

Others

Strong organizational, analytical, communication, writing and inter-personal skills.
Self-driven, resourceful and be able to work independently and lead the team towards achieving specific goals.  Proficient in MS Office application (eg Words, Excel, Power Point).

Knowledge in construction project and contract administration, relevant Singapore Standards, Codes of Practices and regulatory guidelines.
Certified Fire Safety Manager, Certified Green Mark Manager/Facility Manager and/or Workplace Safety & Health

Certifications will be added advantage
