Examples of Duties
- Supervises and/or participates in the training of new employees and all temporary help.
- Supervises and/or performs the pick-up of trash and garbage spills on roadways, public parks, and other city owned areas.
- Supervises and/or participates in asphalt and concrete installation and repair in the public right-of- way.
- Supervises and/or participates in the clearing of brush, cutting and edging grass/weeds with hand tools and power operated machines (i.e., commercial mowers and bush-hogging) within public rights-of-way.
- Supervises and/or participates in the general care of lawns and grounds; removes dirt, rubbish, weeds, leaves and other refuse from grounds, planting of trees, shrubs, and flowers.
- Assists the Field Operations Manager in the long-range plans for the Street Department.
- Keeps updated on current developments in the field.
- Supervises and gives input on orders of materials, equipment, and supplies for the Department.
- Supervises and/or performs general maintenance along streets including sidewalks, curbs and gutters, stormwater ponds, ditches, and in public parks.
- Assist in supervising and/or performs trash pickup including the operation of the knuckle boom truck throughout the City.
- Supervises and/or performs herbicide spraying within City limits.
- Supervises and/or participates in the clearing of ditches with bush cutter, digs ditches and shovels, places sandbags, and performs related works in trenches or excavations with water in excavation.
- Assists in scheduling routine maintenance of equipment used by the Street Department division.
- Assists in coordinating and planning of work schedules and assignment of duties.
- Supervises and inspects all work performed in the Department.
- Supervises and/or performs the creation of street signs for the City.
- Assists in developing programs, goals, and training courses for street department workers.
- Keeps records and other data daily.
- Performs related duties.
Typical Qualifications
- Must have graduated from standard high school/GED, or vocational school; must have five (5) years of experience within Street/Road Department environment, or have any equivalent combination of experience and training which provides the required knowledge, skills, and abilities; must have five (5) years of experience in the operation of heavy equipment; must be capable of supervising large groups; must have roadside herbicide applicator’s license (or obtain within one year); must have experience in performing heavy manual labor; must have Road Safety and Heavy Equipment Training from FDOT (or obtain within one year) or an equivalent safety training program; must have basic working knowledge of computer applications.
- Must possess Class B CDL issued by the State of Florida (Class A is preferred) or obtain one within 6 months – driving record must be acceptable to the City insurance program.

SUPERVISORY CONTROLS
The Field Operations Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the results.
GUIDELINES
Guidelines include the Code of Ordinances, FDOT guidelines, the Manual on Uniform Traffic Control Devices, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied management, supervisory, and technical maintenance duties. The variety of tasks to be managed contributes to the complexity of the position.
- The purpose of this position is to supervise the maintenance and repair of city streets and infrastructure. Successful performance contributes to safe and well-maintained streets.
CONTACTS
- Contacts are typically with coworkers, other city personnel, elected and appointed officials, contractors, vendors, citizens, and tourists.
- Contacts are typically to exchange information, motivate people, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is performed in an office or outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Street Maintenance Workers and Street Maintenance Worker Trainees.

Years Of Service Completed Annual Leave Cap Available
less than 5 years: 152 hours
5 to 9 years: 176 hours
10 to 14 years: 200 hours
15 to 19 years: 224 hours
20 + years: 248 hours
PTO begins accruing immediately. At the end of the year, any unused annual leave will roll over to the next year. Time will be accrued bi-weekly and shown on each paycheck.
RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.
