Job Description

Title: Program Officer
Reporting to: CEO
Duty Station: Head Office Islamabad
Unit: Programmes

Summary of Key Functions
The Programme Officer works under direct supervision of executive office and participates in long and short- term organizational program development, planning and implementation of organizational and project related work at HO and Field Office levels. The Programme Officer will mainly be responsible for programme development and management function for organization and guiding on project work with organization’s vision and as well as donor requirements.
Roles and Responsibilities
  • Identify, track and work on funding, resources, collaboration opportunities and value added work for the project and for the organization
  • Share collaboration, research and funding related opportunities with relevant programme and project teams.
  • Assist in ensuring proposals, project description documents, semi-annual and annual reports follow format and requirements specified in organizational policy and required by the donors.
  • Review and edit various documents including proposals, approved project documents, work plans etc.
  • Whenever needed guide and support project and programme team on planning and organizing workshops, trainings and team meetings
  • Participate in long and short-term organizational/institutional development work as well as support/guide on planning at HO/Field Office levels.
  • Develop and effectively manage program timelines to ensure timely completion of programme deliverables.
  • Whenever needed, organize, facilitate and coordinate programmatic meetings. (mainly on quarterly and annual basis)
  • Monitor programme and project activities and support team implementation as and when needed or requested.
  • Ensure project activities comply with the policies and regulations of the donor organization.
  • In consultation with Project Manager, ensure smooth running of the Projects activities in respective districts by providing technical back stopping to relevant colleagues
  • In consultation with M&E focal persons, develop monthly / quarterly work plans for the program as per guidelines.
  • Participation in planning and management periodic forums and provide necessary support to the management.
  • Frequently coordinate with Project Managers for quality projects progress in a timely manner
  • Assist the CEO in overseeing the planning, implementation and reporting of project deliverables, major milestones, and action plans
  • Review activity and other programme/project reports on regular basis before its submission to the donor.
  • Guide the project team – especially the Project Manager, in preparation and submission of annual activity-based project calendars, WBS, monitoring grids, RACI Chart
    • Coordinate with Project Managers, IM/Data officers and M&E focal persons on in carrying M&E function of organization.
    • Employ resourcefulness in project design, implementation and monitoring. In consultation with Project Manager Identify bottle-necks and risks and Trouble shoots project problems. Identifies and implements creative solutions
    • Direct activities of professional and technical staff members and volunteers
    • To hold meetings and discussions with donor agencies
    • Develop concept papers and write proposals as and when required.
    • Provide technical guidance to project team in their implementation of the work plan and quality of technical activities.
    • Set clear objectives for organization’s development and reporting functions
    • Undertake business travel as required
    • Any other duties assigned by the supervisor.
