The Disability Support Services (DSS) Group works to ensure fair access to disability support services in New Zealand, prioritizing those with the greatest needs. The Group is focused on implementing key recommendations to deliver consistent, equitable services, prioritize high-needs individuals, and strengthen the long-term sustainability of DSS, all while upholding Enabling Good Lives (EGL) principles.

Te ahua o te turanga / About the role:
As the Procurement and Commercial Lead, you will lead and manage our commercial work and oversee a range of end-to-end procurement activities within a commissioning cycle. At the Ministry we commission approximately $2.5b of disability support annually.
You will lead our annual procurement planning and provide commercial support and specialist end to end procurement advice across the organisation, while implementing best practice initiatives.
You will be a leading specialist and provide strategic and commercial advice, support to the senior leadership of DSS and be responsible to coordinate and develop all procurement and commercial artifacts, activities and reporting.
You will work closely with our team of Portfolio Managers to coach and mentor them and grow and develop their commercial and procurement knowledge.
This role supports an increased focus across the Ministry to strengthen probity and will foster the development, growth and procurement expertise across the commissioning team and the wider organisation.
The role plays a pivotal part in strengthening commissioning practice in the Ministry and supporting the implementation of a commissioning framework.

Nou te rourou | What you bring
You will have strong experience providing end-to-end commercial lifecycle management for significant social sector contracts. This will be paired with strong knowledge and experience of the New Zealand government procurement policy.
You will have experience as a trusted advisor with strong business acumen and confidence.
You will be experienced at delivering procurement strategies, sourcing, lifecycle management, financial management and programme specific deliverables.
You are confident at building and maintaining proactive and strong relationships with internal and external stakeholders and negotiating favourable contractual positions.
You will be responsible for leading the work with DSS business owners and DSS legal to resolve any contractual related issues.
Your experience in strengthening organisational probity and procurement capability will set you up for success in this role.

Salary range: $141,109 - $175,603
