FINANCIAL MANAGEMENT ANALYST

Duties
  • You will support the department in the day-to-day financial management operations of the command including research on financial policy matters and communicating with internal and external stakeholders on financial issues.
  • You will perform and advises on work in the budget execution phase.
  • You will research, track, and report budget execution metrics using a variety of systems and software in accordance with established funding execution goals and milestones.
  • You will work on general ledger research, journal vouchers and other funding document execution advising of funds status, legal and regulatory policy impacts regarding budget execution.
  • You will collaborate, coordinate, and liaise with Leadership and staff-level stakeholders across departments, to research and reconcile open obligations.
  • You will receive and coordinate financial execution data calls and audit responses such as, but not limited to: Financial Internal Audit Readiness initiatives, Tri-annual Reviews, Dormant Account Review – Quarterly, and Fiscal year end close out.
  • You will assist the Comptroller to provide accounting policy and procedures that are in compliance with DON, Department of Defense (Do D), and Defense Finance and Account Service (DFAS) directives to be used across the command.
  • You will provide financial management and budget execution guidance regarding policy to include providing training to personnel throughout the command.
  • You will attend accounting and policy meetings in representation of the command, Fleet Readiness Center Western Pacific.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (Do D), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in Do D Instruction 1300.26.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing and evaluating budget requests, control and reporting of obligations and expenditures; And supporting budget formulation and executing budget administration which may include: budget formulation and estimates to support plans, programs, and activities and presenting and defending budget estimates before authorities.

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing and evaluating budget requests, control and reporting of obligations and expenditures; And executing budget administration including budget formulation and estimates to support plans, programs, and activities.

Education
For GS-11 ONLY: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or
3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related
