Job Summary
Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which permanent and temporary vacancies for IS Project Leader (Grade 7) may be filled.

The Digital & ICT Directorate manages Cork County Council’s IT environment including the networks, information systems and applications that are required to support the operation of the council’s services across housing, planning, roads, tourism, libraries, economic development etc. The directorate consists of two sections one Enterprise Business Services dealing with Business Applications, Data, Service Design and the M365 platform and the second Enterprise Technology Services with responsibility for the council’s Infrastructure, Security and Service Management services. The directorate is located in County Hall, Cork.

The IS Project Leader role is responsible for managing and delivering a portfolio of ICT projects. They are required to provide leadership on all aspects of support, maintenance, security and delivery of the Council’s ICT services across infrastructure, systems, applications and IT service management. The IS Project Leader role is part of the Digital & ICT Management team and their responsibilities will include managing an ICT technical team, working closely with our managed service providers and engaging with our business customers.

The IS Project Leader role may span one or more areas of expertise. There are 2 streams, or areas of specialism, in this campaign with opportunities to be placed on panels as follows.

Stream 1- IS Business Services Project Leader
Stream 2- IS Technology Services Project Leader

Candidates can apply for a position in one or both streams, provided they meet the relevant essential qualifications and experience.

The IS Project Leader may be required to provide flexibility in their hours of attendance. Successful candidates should also be aware that the dynamic and flexible environment within which the IT team operates may require them to fulfil other roles in the broader IT field as and when there is a business requirement to do so.

Successful candidates may also need to complete relevant training and certification.


The IS Project Leader will manage a team tasked with delivering effective ICT solutions for Cork County Council. S/he will be expected to identify and exploit the potential of cloud, mobile and emerging technologies and systems to improve business processes and IT service delivery. The IS Project Leader is part of the ICT management team and will work in collaboration with other department team leaders to develop and deliver the Digital & ICT Department and team Annual Service Delivery Plans. S/he will be responsible for their team’s risk management, health and safety in the workplace and PMDS.

The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office.

IS Business Services Project Leader / IS Technology Services Project Leader

  • Manage and delivery of projects including the successful initiation, planning, design, execution, monitoring, controlling and implementation of new systems and processes.
  • Leading a team, providing support for team members and working effectively with others.
  • Ensuring projects are delivered within scope, schedule, cost, and quality constraints.
  • Effectively communicates project vision and expectations to team members and stakeholders.
  • Provide expert advice and guidance on sector trends, emerging technologies and recognised best practice.
  • Evaluate and make recommendations on the suitability of different applications to solve specific business problems.
  • Work in collaboration with other members of the management team, to formulate and implement technology led transformation.
  • Contribute to preparation and execution of new policies, strategies and implementation plans.
  • Liaise with other ICT teams to review security needs, recommend security measures and assist in the deployment and implementation of these measures.
  • Manage external, contracted resources to achieve project outcomes.
  • Develop Cyber, Disaster Recovery and Incident Response Plans and ensure that they are regularly reviewed.
  • Develop processes and procedures to increase the efficiency of the operations teams.
  • Plan, manage and undertake projects to upgrade and implement systems to support the organisation.
  • Maintain appropriate documentation of the IT environment.
  • Foster good relationships with client departments.
  • Manage Budget and Procurement.
  • Undertake appropriate training to ensure knowledge and expertise are kept up to date.
  • Be enthusiastic about embracing new technologies.
  • Undertake other appropriate duties assigned by the Head of IT Services.
  • Adhere to the organisation’s Performance Management and Development System and generate Annual Service Delivery Plans.

Note; as the Digital & ICT Department continues to expand and evolve, it is likely that flexibility in regard to the allocation of specific duties will be necessary
