The Role
Reporting to the Vice-President for Administration and Business, the CIO is a senior executive appointment with strategic and leadership responsibilities in the planning, implementation, and coordination of the University’s information technology and information systems strategies, policies, resources and operations to support further advancement of the University. The CIO will lead a newly established Information Technology and Services Office (ITSO) with over 100 staff members. Key responsibilities include:
- Lead the advancement and maintenance of a cutting-edge campus IT infrastructure and a wide spectrum of IS applications to provide a reliable, secure and cost-effective environment for teaching, learning, research and administration;
- Formulate University IT/IS strategies, policies and implementation plans to align with the University’s goals and objectives; and expand its capability for digital transformation and use of new innovative technologies;
- Oversee the management and operation of shared data and information services, including network services, application development and IT security;
- Oversee all aspects and enhancement of the University-wide administrative information systems to meet the University’s business and operations requirements;
- Coordinate and integrate IT/IS initiatives across different departments/offices and stakeholders to achieve maximum efficiency and synergy;
- Lead the IT budgeting process to ensure cost-effectiveness and sustainability of IT resources, management and services;
- Lead the development of training programmes for staff and students to enhance capabilities to leverage on technological innovations; and
- Keep abreast of the latest trend of innovative technological developments and make appropriate applications to ensure continuous advancement and maintenance of the University as a sustainable smart campus.
Desirable attributes of the candidate include:
- Strong relevant academic credentials and/or professional qualifications;
- A record of successful senior management/administrative leadership;
- Extensive experience in strategic planning, development and implementation of IT infrastructure/IS; leadership position in IT/IS functions in higher education highly preferred;
- Knowledge of the latest IT/IS trends and advanced innovative technologies;
- Excellent communication and stakeholder management skills;
- Professional with business acumen;
- Proven project management skills and capabilities;
- Experience in organizational development and IT/IS services integration; and
- A strong commitment to customer-service orientation, especially in the higher education sector.
The appointment will be for a term of 3 years, renewable subject to mutual agreement. Competitive remuneration and generous fringe benefits, including housing where appropriate, will be provided.
