Organizational Setting
The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:
- Information Management Section
- Nuclear Security of Materials Outside of Regulatory Control Section
- Nuclear Security of Materials and Facilities Section
- Programme Development and International Cooperation Section
The Information Management Section (INMA) is responsible for the establishment and maintenance of the mechanisms required to collect, collate and analyse nuclear security related information required for the effective implementation of activities to strengthen the international nuclear security framework. The Section is responsible for managing and maintaining the Incident and Trafficking Database and related information, as well as the system to develop and coordinate the implementation of Integrated Nuclear Security Support Plans. For this purpose, it liaises with other international organizations and Member States to enhance cooperation in and increase the outreach of nuclear security information. The Section is also responsible for managing and maintaining the information technology systems necessary for implementing the work of the Division and providing for information exchange through internal and external information portals. Additionally, the Section is responsible for managing and implementing the programme of activities for raising States’ awareness of the threat of cyber-attacks, and their potential impact on nuclear security. The Section is also responsible for implementing arrangements to maintain the confidentiality of sensitive information.
Main Purpose
The Section Head is responsible for the coordination of the design and delivery of programme activities for meeting Member States’ needs in the area of management of nuclear security-related information within the IAEA’s nuclear security programme. The Section Head manages and supervises the staff in the Section, and guides Unit Heads to prioritize, implement and monitor activities within their respective Units.
Role
Reporting to the Director NSNS, the Section Head is: (1) a leader and manager, managing the Section’s team in accordance with relevant Agency’s policies and procedures, and planning and managing the programme and resources of the section; (2) a technical advisor to Director NSNS on matters of the nuclear security programme relevant to the Section’s area of work; (3) a coordinator of Division-wide issues related to the design and implementation of the assistance projects within INSSPs using Nuclear Security Fund (NSF) and data management; (4) an expert contributing to further develop concepts and approaches for the implementation of the analytical and information systems aspects of the programme; and (4) information security officer, monitoring internal arrangements both within the protected nuclear security area and in other areas of the Department.
Functions / Key Results Expected
Lead the development and implementation of the assistance projects within INSSPs for individual countries, at the regional and inter-regional levels, efficiently utilizing the NSF.
Lead development and maintenance of the information architecture of the Division through establishment of the effective state of the art systems, including information collection, collation and analysis.
Analyse specific topics to identify nuclear security risks and programme priorities and best means of programme implementation.
Lead data management, including information in the global Incident and Trafficking Database and other databases with open-source information as part of an effective nuclear security information platform.
Create and use systems, and analyse information generated from them, for developing of the assistance projects and communication of technical facts and other information while ensuring the confidentiality of sensitive information.
Lead Information and Cyber Security programme dedicated to development of and application of relevant nuclear security guidance.
Oversee the development of the Nuclear Security Management System (NUSIMS) which helps promote self-assessment methodologies to assess and subsequently improve national nuclear security regimes.
Contribute to the continued high standing and recognition of the IAEA by representing the IAEA at national and international meetings as required; establish and maintain contacts with relevant international organizations, initiatives, committees and scientific societies.
Plan, organize, manage and evaluate the work of the Section, continuously reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEAs quality management and results-based programming approach.
The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.
Competencies and Expertise

Qualifications, Experience and Language skills
Master's Degree - Advanced university degree in nuclear physics, nuclear engineering or chemistry. Ph D is an asset.
Bachelor's Degree - University degree in nuclear physics, nuclear engineering or chemistry, with two years of additional relevant experience may be considered in lieu of advanced university degree.
Minimum of ten years of relevant professional experience including minimum of five years of managerial experience and experience at the operational level in the area of nuclear security.
Demonstrated experience in nuclear security information and data management and analysis.
Experience working in an environment where sensitive information is analyzed and managed.
Documented and recognized experience in project management, including results-based management.
Experience in leading relatively large teams of technical staff.
Experience in working with national and international organizations or institutes.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 55453*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment information
