The Opportunity:

The position will be based in: Caracas, Venezuela.

Role Purpose:

Oversee Monitoring and Accountability systems’ quality and standards and ensure effective evaluation and learning of programs/projects implemented by SC (Save the Children) Venezuela Country Office (CO) and by our partners. The MEAL Manager will develop and adapt M&E tools/approaches, build the capacity of MEAL SC staff and partners, provide support and guidance to the operations teams, clearly define the M&E roles PQI and Operations teams, and will support the Accountability/MEAL team in the rollout of the MEAL system across implementation sectors. The person will guide the teams in the achievement of projects focused on results/impacts and will guarantee the accountability of the program to the beneficiary population, local governments, non-governmental partners, SC members and their donors in line with the compliance requirements of Save the Children and donors. The incumbent will support the proposal development team in the design of new programs and in the development of MEAL inputs for the Venezuela CO. To do this, he/she will have to coordinate closely with technical advisers at the national, regional and center levels.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

General management :

Actively participate in PQI program meetings, planning and review activities, providing a better understanding of MEAL activities.
Actively participate in relevant key internal meetings, such as program review meetings, senior management team or area meetings, as needed. Participate in a visit to projects within the country office portfolio, as required.
Assist in the hiring of MEAL staff as appropriate and ensure the availability of appropriate professional development opportunities.

Qualifications, experience, and skills:

University degree in any related field.
Fluency in the Spanish language is required.
Fluency in English, both verbal and written, is required.
Commitment to the values of Save the Children.
3 to 5 years of experience in MEAL functions.
Management experience in both emergency and development contexts, with strong experience in more than one of Save the Children's priority sectors: education, child protection, child rights governance, health and nutrition in contexts development and emergencies is preferred.
Demonstrated ability to design and establish MEAL systems in emergency contexts.
Strong skills in collecting, analyzing, interpreting and promoting the use of qualitative and quantitative data.
Demonstrated ability to use data and analytics to influence programmatic change.
Demonstrated ability to supervise, educate and coach/develop staff skills
Demonstrated experience in managing a team and one or several projects
Experience working with community participation and accountability systems, including training staff in relevant approaches
Highly developed interpersonal and communication skills, including influencing, negotiating, and coaching
Developed cultural awareness and ability to work well in an international environment with people of diverse backgrounds and cultures.
Strong results orientation, with the ability to challenge existing mindsets.
Ability to present complex information succinctly and convincingly.
Ability and willingness to adapt to changing work schedules, and to work with emergency teams, in the event of a humanitarian emergency.
Generate and disseminate quality data derived from MEAL processes to strategic instances or forums.
Ensure that relevant evidence and learning is extracted at the response level and informs adaptations of the SC humanitarian response strategy.
Contribute to the visibility of Venezuela's response, including its MEAL work, within the CS movement, ensuring that the results are documented and shared with relevant audiences. Seek synergies with the clusters/subclusters/working groups in Venezuela to promote a standardized approach to accountability and, where appropriate, carry out data collection efforts in a coordinated manner to produce and harness relevant evidence and learning.
