CAPTAIN
LOCATION: NSWC Panama City
This position is contingent on a proposal.
MUST have experience in navigating the Gulf of Mexico.
Candidates with experience working at NSWC Panama City are highly preferred.
Responsibilities include (but are not limited to):
  • Vessel scheduling working with Port Captain and Gov’t Program Manager to ensure full understanding of all mission commitments
  • Oversight of US Coast Guard required safety training/drills, vessel record keeping
  • Oversight of Company/Contract required operation and security training programs
  • Operation Safety Officer providing oversight of Mate in support of all deck operations
  • Interface with shore support to ensure vessel properly manned and maintained to 100% mission readiness at all times
  • Administrative duties such as work order tracking, supply requisitions, and maintaining electronic email accounts.
  • Manual and electronic navigation using resources available to safely and efficiently operate the vessel
  • Understanding of mechanical/electrical/hydraulic boat systems in order to provide augmenting experience to Chief Engineer
  • Ensure all applicable safety, operational and environmental requirements are met including but not limited to: USCG, EPA, OSHA, MLPA, NSTM, MARPOL
  • Monitor assigned crew attendance for accurate timekeeping practices
  • Hazardous Material oversight and environmental protection in accordance with local, state and federal law.
  • Oversight of vessel preventative maintenance, corrective maintenance and lifesaving equipment maintenance program
  • Vessel trim and stability
  • Perform non-routine and complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project, selects and adapts plans, techniques, designs, or layouts, contacts personnel in related activities to resolve problems and coordinate the work, reviews, analyzes, and integrates the technical work of others.
  • Required to train/mentor and be assisted by lower level crew persons
  • Analyze drawings or equipment to determine adequacy
  • Must be available while boat is in port to facilitate appropriate work schedules for subordinates to maintain operational readiness of the assigned vessel.
  • Oversee vessel maintenance periods and overhauls to ensure proper execution.
  • Offer legitimate recommendations for PSC operation and maintenance improvement
Qualification Requirements:
  • Must hold a minimum U.S. Coast Guard 500 GRT National Masters License, valid TWIC card
  • Must be US Citizen and able to obtain secret level security clearance
  • Radar Operator Unlimited, ARPA
  • Advanced Fire Fighting
  • STCW certificate preferred.
  • Transportation Worker Identification Card (TWIC)
  • Must have minimum of 5 years’ experience performing as a captain of a vessel of appropriate tonnage.
  • Must have the ability to obtain an Interim Security Clearance (or transfer) in a timely manner, and maintain a US Government (Do D) Secret Clearance for this position on the NITE Contract.
  • First Aid/CPR Card from accredited training provider
  • Proficiency with Microsoft Office Products
  • Excellent communication skills and ability to be a team player
  • Proficient knowledge with operation of basic power tools and willingness to directly participate in maintenance when required.
  • Must be physically fit and capable of spending extensive day at sea in all weather conditions.
  • Must be able to lift 50lbs, be able to climb ladders and stairs
Desired:
  • Proficiency in vessel administrative procedures and comfortable with use of Microsoft office products. Must be proficient in written and verbal English language skills.
  • Working knowledge of crane and deck winch operations
  • Experience reading depth sounder, anchoring vessels with hard tackle and sea anchors
  • Experience using various communication systems including UHF, VHF and HF radios.
  • Experience in operation of vessels in all sea state conditions with ability to make weather based safety decisions
  • Understanding of launch and recovery of maritime based scientific equipment or similar
  • Local Knowledge of Southern California Islands and coastal ports
  • Experience in small boat operations including launch and recovery
  • Knowledge of military operations is highly desirable.
  • HAZWOPPER Training
Education:
  • High School graduate or GED equivalent.
  • Graduation from an accredited trade school, applicable military service or proven performance gained through experience in operating a vessel at sea.
