Work environment
We offer a diverse, inclusive, respectful and healthy work environment with flexible work arrangements. The current work arrangements for public service employees at the RCMP follow a hybrid model, with a combination of telework and on-site work at the designated workplace.

The designated workplace for this position is the RCMP Divisional Headquarters, located at 80 Garland Ave, Dartmouth, Nova Scotia.

Intent of the process
The intent of this process is to staff one (1) indeterminate position.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)
Education

ED1. Graduation with a degree from a recognized postsecondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

NOTES:
  • The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

  • An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.
Degree equivalency
Experience

EX1. Recent**and significant* experience providing Labour Relations advice in at least FOUR of the following areas:

  • Interpreting and applying collective agreements;
  • Interpreting and applying legislation, policies, and/or guidelines related to Labour Relations;
  • Researching and applying relevant case law to make strategic recommendations;
  • Conducting workplace investigations;
  • Working with union representatives to resolve issues;
  • Working with management to resolve/respond to grievances or complaints;
  • Working with clients to resolve performance management issues.

EX2. Recent**and significant* experience collecting and analyzing information to prepare briefing notes, case summaries, reports or recommendations for management.

  • Significant is defined as a depth and breadth of experience normally acquired with having performed a broad range of activities for a period of two (2) continuous years.

**Recent is defined as duties being performed within the last five years.

Asset Qualifications:

AQ1. Experience delivering training or awareness sessions to management or employees.
AQ2. Experience participating in labour management committees.
AQ3. Significant* experience working in Labour Relations in a law enforcement environment.
AQ4. Significant* experience working in Labour Relations in a unionized environment.

Operational Requirements

OR1 – Ability and willingness to travel occasionally. In most cases, travel will be planned in advance and not be required on short notice.
