Organizational Setting
The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme.
The objective of PACT is to assist Member States, within the IAEA's one-house approach to cancer control and working closely with regional Divisions in the Department of Technical Cooperation as well as other relevant Departments and Offices, to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director PACT, who reports to the Deputy Director General of the Department of Technical Cooperation.
Main Purpose
Under the overall guidance of the Director of PACT and the direct supervision of the Section Head PACT Cancer Control Review and Planning Section (SH-PACT CCRPS), the Programme Officer (CCRPS) contributes knowledge and professional skills to the development and implementation of PACT programmatic activities in the overall context of the IAEA's technical cooperation efforts. This involves close cooperation with the TC Regional Divisions in the gathering and coordination of demand for PACT services raised by Member States, in particular through the establishment and renewal of Country Programme Frameworks (CPFs). The work shall reflect global developments and programmes in public health system strengthening, particularly related to non-communicable diseases and global cancer initiatives and platforms. He/she also proposes methodologies for prioritisation of PACT activities in case of limited funds, ensures appropriate monitoring and reporting and works in cooperation with the PACT Resource Mobilization Section towards securing additional extrabudgetary resources for unfunded project requests.
Role
The Programme Officer (CCRPS) is: (1) a project manager, ensuring that all programmatic activities around preparing project proposals and gathering Member States' project demands are developed, coordinated and implemented in the most efficient and effective manner in line with quality management standards, the results-based approach and available approaches for other technical cooperation activities such as CPF; (2) a technical specialist, contributing to the development of tailored PACT services and the necessary processes, tools and mechanisms to satisfy emerging demand from Member States; (3) an adviser to the Director of PACT, the Section Head PACT CCRPS and other managers on needs of Member States and how to best address them in full cooperation with internal and external partners; and (4) a coordinator and focal point to ensure full alignment of the PACT programme planning approach with that of other parts of the Department Technical Cooperation (TC) and Department of Nuclear Science and Applications (NA).
Functions / Key Results Expected
- Serve as a focal point for the programmatic planning process for CCRPS in close cooperation with the other Section in PACT.
- Contribute to the development of sound programmatic initiatives by assessing the capacity building needs of Member States in the areas of cancer prevention, early detection and curative and palliative treatment, identifying potential partnership opportunities and linkages with Member State institutions on a national, subregional, regional or interregional basis and presenting relevant project proposals.
- Contribute to the detailed planning, resource prioritisation and resource planning process for CCRPS, and ensure programmatic and financial resource planning are sufficiently dovetailed to ensure a sound basis for strategic and credible fundraising activities.
- Research, identify, and assess opportunities for synergies with other IAEA technical cooperation activities and with the activities of partner organisations.
- Provide advice to SH-CCRPS with regard to CCRPS/PACT planning processes and the overall service portfolio for Programme Management Officers in TC in their work with Member States.
- Prepare technical documentation and proposals for meetings, expert missions and other activities related to the oversight of existing projects with a view to intensify partnerships and external cooperation.
- Review, update and consistently implement methods to ensure systematic, regular and transparent reporting on all CCRPS activities and results.
Core Competencies(Competency Framework)
Qualifications, Experience and Language skills
- University degree in public health, health economics, international development, public/business administration or management, or fields related to non-communicable diseases.
- Minimum of five years of progressively responsible experience in programme development and management, preferably in areas of global health.
- Very good understanding of the context and development needs in low- and middle-income countries, particularly in the health sector.
- Excellent oral and written command of English with proven record of report writing and reviewing relevant to this vacancy.
- Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $64121 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38921*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment information
- Appointment is subject to a satisfactory medical report.
- Staff members may be assigned to any location.
- Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
